THERE ARE 11 PPPs WITH CURRENT CONTRACTS THAT COULD ADVANCE INVESTMENTS OF ALMOST US$12 BILLION
Lima, April 9, 2025.- The Private Investment Promotion Agency (PROINVERSIÓN) and the Ministry of Economy and Finance (MEF) are seeking to have 11 Public-Private Partnerships (PPPs) with current concession contracts move forward with investments totaling nearly US$ 12 billion.
During the second day of the PPP America 2025 forum, the most important PPP event in Latin America held in Lima, PROINVERSIÓN presented its detailed portfolio worth US$70 billion, which includes the signing of addenda to 11 existing concessions.
During the presentation, it was explained that self-financed concessions were identified, In other words, those in which 100% of the investment comes from the private sector, and in which contract terms can be extended in exchange for greater investment to build additional infrastructure that will continue to generate higher levels of service.
Among the most notable projects are the construction of a third lane on the Panamericana Sur Highway and the Via de Evitamiento Highway of Ica, the distribution of natural gas through pipeline networks, the expansion of the ports of Matarani and El Callao (north pier and south pier), and the modernization of Line 1 of the Lima Metro, among others.
In this regard, PROINVERSIÓN Executive Director Luis Del Carpio stated that these contractual modifications will enable investment, directly impacting GDP and people's quality of life.
"This is a package that we have had ready for several years and required leadership and decision-making that we have taken on with the MEF. What we are doing is bringing investments from the future into the present with rigorous analysis. We only have two options: either we wait until 2035 for the investments to be made, or we meet with the concessionaires this year and agree on new investments to be implemented in 2026, 2027, or 2028," added Del Carpio.
Meanwhile, Emerson Castro, General Director of Private Investment Promotion Policy at the MEF, explained that the joint work carried out by the MEF and PROINVERSIÓN will help to close gaps more quickly, in line with the government's plans.
"At one point, saying 'addendum' was considered a bad word. Contract amendments are a normal part of concession contracts because projects are highly dynamic," he said.
The PPP project portfolio promoted by PROINVERSIÓN also includes 80 projects worth over US$17 billion to be awarded between 2025 and 2026, 14 major irrigation projects worth US$ 21 billion, and new projects to be structured worth US$ 13.9 billion.
