PROINVERSIÓN STRENGTHENS WORK WITH MINISTRIES AND REGIONAL GOVERNMENTS TO DEVELOP PPP PROJECTS
Lima, July 17, 2024.- The Private Investment Promotion Agency - PROINVERSIÓN has been strengthening its work with ministries, regional and local governments to develop projects in Public-Private Partnerships and Projects in Assets (PA). For the 2025-2026 period alone, the agency has 70 projects in its portfolio that would generate an investment of approximately US$ 16 billion.
The executive director of PROINVERSIÓN, José Salardi, explained that the promotion strategy and the joint work has been giving results and, in the last 18 months (January 2023 - June 2024), there has been a significant increase in awards through Public-Private Partnerships and Projects in Assets, which reflects the renewed interest of private investors in long-term projects.
Salardi mentioned that during this period, 20 PPP and Projects in Assets have been awarded for more than US$ 7.4 billion, and in the first half of 2024 alone, six projects were awarded, representing some US$ 5.57 billion of investment.
To maintain this result, PROINVERSIÓN has improved its governance, implementing changes and improvements in processes and management structure to be more efficient in achieving awards. Within this framework, the agency has strengthened its work with ministries, regional governments, local governments and business associations at the national level, with a focus on sustainability and regional development.
Within this framework, we have been working with the Ministry of Transport and Communications (MTC) to promote 20 road maintenance projects, more than 6000 kilometers of the National Road Network and the new portfolio of the third group of airports and port terminals (Pucallpa, Loreto), among others.
The Ministry of Housing, Construction and Sanitation (MVCS) has also commissioned the formulation of sanitation service projects for Chanchamayo and Concepción, Tumbes, Iquitos and Cajamarca, which will contribute to closing the basic service gaps in these cities.
The potential of projects in Public-Private Partnerships that can be replicated in educational institutions and health networks of armed institutions was coordinated with the Ministry of Defense (MINDEF). In addition, a technical collaboration agreement was signed with the Ministry of Justice and Human Rights (MINJUSDH) to promote investment projects.
REGIONAL GOVERNMENTS
The agency has also strengthened its work with Regional Governments (GORE) and has signed several inter-institutional support agreements, as in the case of the Regional Government of Lambayeque, under which a market survey study is being carried out for the construction of a port terminal in this region.
Also, the Agreement for the Transfer and Determination of Competencies and Responsibilities with the Ministry of Agrarian Development and Irrigation (MIDRAGRI) and the Regional Government of Lambayeque for the processing of the Co-financed Unsolicited Proposal of the “Comprehensive Water System of the Chancay Valley – Lambayeque”.
Likewise, the inter-institutional agreement with the Regional Government of Ancash to carry out pre-investment studies for the Chinecas project, and La Libertad to promote a new concession for the operation and maintenance of the three stages of the Chavimochic project.
LOCAL GOVERNMENTS
PROINVERSIÓN has also been working with local governments to promote public-private investment projects, especially in the form of Projects in Assets. To this end, it has signed agreements with the municipalities of Ancon, Alto Selva Alegre, La Molina, Miraflores, Surquillo, San Bartolo, Chorrillos, Lurigancho Chosica, Santa Rosa, La Joya, Jacobo Hunter, San Juan de Lurigancho, among others.
As well as the provincial municipalities of Chiclayo, Cajamarca, Piura and Arequipa to identify and promote projects, which are being presented at the Investment Forums that the agency has been organizing.
As a result of these actions, the project portfolio of subnational entities has increased. Currently, the agency has a portfolio of 70 projects to be awarded in the period 2025 - 2026: 43 projects correspond to 2025 (US$ 8.3 billion) and 27 to 2026 (US$ 8.6 billion); while, for this year, the award goal is 23 projects (US$ 8.3 billion).
The objective of the joint work of the agency and the public-private sector is to develop quality public infrastructures and services, as well as to improve the country's productivity and competitiveness.
