PUBLIC ENTITIES PLAN TO AWARD MORE THAN S/ 1,000 MILLION IN WORKS FOR TAXES IN 2024
Lima, January 5, 2024.- The outlook for the award of Works for Taxes projects by public entities (ministries, regional governments, local governments and public universities) for the current year 2024 is favorable. They are expected to exceed S/. 1,000 million, according to estimates by the Private Investment Promotion Agency (PROINVERSIÓN).
To date, PROINVERSIÓN and public entities have identified a portfolio of 60 projects and investments for an amount exceeding S/ 3,136 million to be promoted during 2024, of which at least S/ 1,000 million is expected to be awarded.
"The outlook for the current year is favorable in terms of awarding and execution of Works for Taxes projects. There are projects in the portfolio, such as the Improvement and expansion of Hospital Health Services in Víctor Ramos Guardia - Huaraz, which will require an investment of more than S/ 1,000 million. There are also the road projects of the Ministry of Transport and Communications", said the head of PROINVERSIÓN, José Salardi.
In 2024, an increase in IOARR investment awards is also expected after the scopes were approved in 2023 for their execution through the executing nuclei, which will allow more public entities to drive in large numbers and in a decentralized manner.
RESULTS 2023
PROINVERSIÓN reported that in 2023, public entities have managed to award 23 projects to be executed through the Works for Taxes mechanism, for a total amount of S/ 518 million. This amount is 11.6% higher than the amount allocated last year (S/ 464 million) even though regional and local authorities have started their efforts this year.
In 2023, the most important projects awarded in the education sector reached S/ 317.4 million (61.2%), followed by security and public order projects for S/ 113.4 million (21.9%), transport with S/ 19.6 million (3.8%) and sports for S/ 18.8 million (3.6%).
A relevant issue observed in 2023 is the incorporation of new companies as financiers of this type of project, which shows the confidence of the private sector in this mechanism and its commitment to the development of infrastructure and public services at the national level. These are the new companies that have joined: Sociedad Minera Cerro Verde S.A.A., Mafersa Company S.A.C., Fiberlux S.A.C., Fondo Investa S.A.C., Servicios de ingeniería Geosintetico E.I.R.L., Romma Consulting S.A.C., and SYM Servicios Integrales del Perú S.A.C.
Also, in 2023, for the first time, three (3) IOARRs have been awarded. Optimization, Marginal Expansion, Rehabilitation and Replacement Investments (IOARR) are specific interventions on one or more strategic assets to provide continuity, improvement or optimization of the production units in operation. Two (2) IOARR were awarded by the Regional Government of Loreto to Segumax Tactical S.A.C. for the purchase of pickup trucks and motorcycles to improve citizen security in the region, for approximately S/ 16.3 million. Another awarded by the District Municipality of Alto Pichigua, Espinar (Cusco), to Ipesa S.A.C. for the purchase of agricultural machinery and equipment, for approximately S/ 3 million.
With last year's result, since the creation of the mechanism (2009) until the end of 2023, 530 Works for Taxes projects have been awarded throughout the country, for a total amount of S/ 7,511 million. This has been possible thanks to the commitment and joint work of 19 regional governments, 205 municipalities, eight (8) ministries, two (2) public universities and 155 private companies that have been participating in the financing of public investment projects through this modality, benefiting more than 22 million Peruvians.
"These results are the result of the technical work of the officials of the public entities, who have the specialized technical support of PROINVERSIÓN, which also promotes and coordinates with private companies in order to achieve the commitment of financing and execution of the projects", highlighted the executive director of PROINVERSIÓN, Jose Salardi. It should be noted that PROINVERSIÓN provides free advisory and technical assistance to public entities and coordinates them with private companies interested in financing these projects. The selection processes and the award of the Works for Taxes projects are the responsibility of the public entities that own the projects.
