USERS OF THE VILLA EL SALVADOR EMERGENCY HOSPITAL WILL RECEIVE QUALITY SERVICES
Lima, February 27, 2024.- The Private Investment Promotion Agency (PROINVERSIÓN) ensured that with the project “Operation and Maintenance of the New Villa El Salvador Emergency Hospital” (HEVES), the users and patients of this large hospital will receive high quality “grey coat” services, comparable to the standards of the best private clinics and hospitals in the world.
This is due to the vast global experience in healthcare support services (gray coat) that the new operator responsible for the concession must have, that is, in food services, laundry, cleaning, security and comprehensive surveillance, as well as in the maintenance of the building, facilities and electromechanical equipment associated with the infrastructure, and the timely replacement of clinical and non-clinical equipment.
The concessionaire will contribute, through a Public-Private Partnership (PPP) contract, to ensure that the Hospital's users receive timely attention with first-class hospital infrastructure and state-of-the-art biomedical equipment that is always operational, safe and reliable. This is because the concessionaire will ensure preventive and corrective maintenance of the biomedical equipment (duly calibrated equipment) and its respective replacement during the concession term.
With the implementation of the project, health care is guaranteed in clean and contamination-free environments; for example, the toilets will be equipped with the necessary hygiene supplies, such as dispensers, soap, paper, disinfectants, among others. When hospitalizations occur, in addition to clean rooms, patients will receive contamination-free bedding and patient clothing, as well as food that meets international quality standards.
The users and/or patients of the hospital will no longer be forced to spend out of pocket for examinations or care in neighboring private centers "because the biomedical equipment is inoperative", and the staff of the Villa El Salvador Emergency Hospital will also benefit because they will have a more comfortable work environment and infrastructure. In summary, all the improvements that the Operation and Maintenance project will bring to HEVES will contribute to closing the gaps that MINSA is committed to in the health sector.
FREE HEALTH CARE
Free health care is guaranteed at the Villa El Salvador Emergency Hospital; all benefits provided by the project for the operation and maintenance of HEVES will continue to be subsidized by the State (MINSA), i.e., the population of South of Lima and other users (hospital patients) will pay nothing for the services that the PPP will improve, guaranteeing quality, efficient and timely services.
For its part, the management of the hospital will continue to belong to the State, which means that the working conditions of the hospital workers will not be affected; on the contrary, they will be provided with better working environments with state-of-the-art modern equipment for their work.
Precisely to convene the best operators in the world, PROINVERSIÓN organized the presentation event of the project "Operation and Maintenance of the Villa El Salvador Emergency Hospital - HEVES" in which the technical and legal aspects of the project were presented.
The event was attended by the executive director of PROINVERSIÓN, José Salardi, and the advisor to the executive management of the Villa El Salvador Emergency Hospital, Lady Gabriela Hernández.
The head of PROINVERSÓIN stated that the PPP project that the agency is structuring will guarantee the sustainability of the "gray coat" services for the benefit of patients. "What we are looking for is that health services are always available to users, that the patient receives timely care," he said.
He added that PROINVERSIÓN has in its portfolio six (6) health sector projects that will require an estimated investment of US$ 968 million. In addition to HEVES (US$ 154 million), the portfolio includes the projects "Hipólito Unanue National Hospital: design, construction, integral equipment, maintenance and operation of general services" (US$ 250 million), "New Central Military Hospital: design, construction, operation and maintenance" (US$ 206 million), "Operation and Maintenance of the Specialized Hospital of Cajamarca" (US$ 179 million) and "Operation and Maintenance of the San Borja National Institute for Children's Health" (US$ 155 million).
PPP IS SUSTAINABILITY
Public-Private Partnerships (PPP) is a contracting modality that allows for efficient and quality management with international certifications such as ISO and others applicable to health. It implies an operation and maintenance contract that will guarantee the sustainability of the State's investment in infrastructure and equipment, avoiding their progressive deterioration, as is the case with other public hospitals, and will guarantee the continuity of quality services during the concession contract period (15 years), for the benefit of users. The State continues to own and be responsible for providing free health care to the general public.
