PROINVERSION calls a tender for the operation and maintenance of the San Borja Children's Hospital
Lima, May 20, 2025.- By order of the Ministry of Health (MINSA), the Private Investment Promotion Agency (PROINVERSIÓN) has announced the call for proposals for the Comprehensive Project Tender to select national or foreign investors responsible for financing the renovation of infrastructure and equipment, as well as the operation and maintenance of the gray and green coat services of the National Institute of Children's Health - San Borja (INSNSB).
The purpose of this project, which has a high social impact, is to ensure that the pediatric population throughout the country maintains free access to timely, specialized, and quality health services.
According to the bidding terms, the new concession contract will be a Public-Private Partnership State Initiative, through a contract for the operation and maintenance of infrastructure and public services, according to Legislative Decree No. 1362, for a period of 17 years and not ten years, as in the first contract that is about to expire in October 2025.
In this new concession contract, PROINVERSIÓN and MINSA seek to incorporate the service of comprehensive replacement of the hospital's equipment, considering it as an obligation of the private operator. Currently, this responsibility is in charge of MINSA.
After this call, PROINVERSIÓN plans to award the Successful Bid to the Qualified Bidder for the first quarter of 2026, according to what is established in the Bidding Terms. The estimated total cost of the project is S/ 884 million (excluding VAT).
"This project allows the Institute to continue with the benefits of a PPP and, with it, the quality of care for children, especially those from low-income families in the country," said María Elena Fernández, Project Director of PROINVERSIÓN.
According to the current contract until October 2025, the private operator of the INSNSB is responsible for the services known as green coat services, such as sterilization and clinical pathology; and the gray coat service, which includes the maintenance of the building, installations and electromechanical equipment, maintenance of clinical and non-clinical equipment, and the operation and maintenance of general services such as laundry, food, cleaning and security, among others.
Now, the new PPP contract of the National Children's Health Institute - San Borja will provide the same services and add the replacement of the equipment, which implies that the hospital center will have a permanent availability of medical equipment.
"If a piece of equipment reaches the end of its useful life, the private operator is immediately obliged to replace it, which guarantees the continuity of the service without any delays due to lack of equipment," said Fernández, Project Director of PROINVERSIÓN.

The San Borja Children's Health Institute treats pediatric patients aged 0 to 17 years old with highly complex pathologies; it also conducts research, provides education, and offers health services.
It is a Center of Reference not only at the national level but also at the Latin American level (patients from Ecuador and Bolivia come here). It has 241 hospital beds, 59 ICU beds, and 6 intermediate care beds. And it has five main areas: Cardiovascular surgeries, neurosurgical surgeries, bone marrow transplants, neonatal/pediatric surgeries, and treatment of burn patients.
