PROINVERSIÓN PROMOTED THE FIRST OXI PROJECT OF THE MINISTRY OF DEFENSE FOR S/$49.8 MILLION
Lima, August 14, 2024.- The Private Investment Promotion Agency - PROINVERSIÓN informs that the Ministry of Defense - MINDEF awarded the project "Recovery of the Basic Flight Instruction Service in Fixed Wing Aircraft (Air Group No 51 - Pisco - Ica)", through the mechanism of Works for Taxes (OxI), which will mean an investment of S/ 49.8 million.
This is the first award of Works for Taxes made by the Ministry of Defense, demonstrating the confidence in this modality due to the efficiency of the contracting process in time and cost when compared to traditional public investment.
The objective of the project is to provide infrastructure to train and educate military pilots, increasing the number of personnel available to operate the institution's aircraft. Additionally, it will enable the maximization of the lifespan of the new aircraft, thereby contributing to a better return on the State's investment.
The financing of the project will be managed by Grupo Empresarial Visión Compartida Sociedad Anónima Cerrada - GEVICOM S.A.C., which must complete it within a term of 390 days.
PROINVERSIÓN provided advice and technical support to the Ministry of Education (MINEDU) in all phases of the Works for Taxes mechanism, from the prioritization of projects to the awarding of the successful bid.
Additionally, the agency promoted and facilitated the private sector's involvement in the realization of the project. The selection process and the award were managed by the project’s own entity (MINDEF).
The project includes preliminary works, demolition and earthwork; construction of a planning room and general energy, water and sewage services; construction of a warehouse, hangar 3 and 4, firefighting workshop, parking lot, among others.

In the future, the Ministry of Defense has several significant projects in its portfolio, including the creation and implementation of the Public Higher Technological Institute of the Armed Forces (Rímac - Lima) with an investment of S/ 175.3 million; the improvement and extension of postgraduate education services at the Naval War College (La Punta - Callao) with an investment of S/ 10.5 million; the acquisition of video endoscopes, anesthesia machines, extracorporeal lithotripsy equipment, computed tomography scanners, and other assets with an investment of S/ 8.9 million; and the creation of the Hyperbaric Health Center at the Naval Medical Center with an investment of S/ 4.3 million, among other projects.
