Works for Taxes: Largest potable water and sewerage project awarded for S/ 291 million
Lima, September 15, 2025.- The Private Investment Promotion Agency – PROINVERSIÓN reported that the company Arca Continental Lindley S.A. will finance the project “Improvement and Expansion of the Drinking Water and Sewerage Systems of the Pucusana Scheme, Pucusana District (Lima),” under the Public Works for Taxes (OxI) modality.
The Executive Director of PROINVERSIÓN, Tabata Vivanco del Castillo, explained that this project, with an investment of S/ 291.5 million, is the largest water and sanitation project to be executed under the Public Works for Taxes (OxI) modality, surpassing the Huarmey (Áncash) drinking water and sewerage project of S/ 222 million (awarded in 2019) and the San Marcos (Áncash) drinking water and sewerage project of S/ 137 million (awarded in 2017).
She mentioned that this sanitation project also becomes the largest awarded project in 2025, surpassing the Carlos Cornejo Hospital in Puno – GR Puno (S/ 237 million). Thus, in 2025, and with the technical advice of PROINVERSIÓN, public entities have awarded 195 projects through the Works for Taxes (OxI) mechanism, for a total amount of S/ 2,765 million.
Pucusana Project
The “Improvement and Expansion of the Water Supply and Sewerage Systems of the Pucusana Scheme” project was awarded by the Ministry of Housing, Construction, and Sanitation (MVCS) through the Safe Water Program for Lima and Callao (PASLC). PROINVERSIÓN provided technical assistance to the entity in all stages of the process and created spaces for promotion and coordination with the private sector,” she stated.
Its objective is to ensure adequate access to basic sanitation services by expanding and improving the potable water and sewerage systems for more than 68,000 residents of Pucusana in the province of Lima.
The private company will be responsible for financing the update of the pre-investment study, preparing the technical file for the three (3) stages of the comprehensive project (Stage 1, 2, and 3), and executing the works corresponding to Stage 1; it also includes financing the cost of supervising the preparation of the technical file and supervising the execution of the works.
The initiative includes provisional water supply from SEDAPAL’s networks, covering the conduction line, reservoirs, trunk lines, secondary networks, household connections, and meters. Regarding the sewage system, it includes the construction of planned drainage chambers, pumping lines, main collectors, a Wastewater Treatment Plant, and a submarine outfall.
The total execution period is 1,173 calendar days, of which 360 days correspond to the technical file and 543 days to the construction works, among others.
Works for Taxes is a mechanism that accelerates the execution of infrastructure and improves public services, generating value for the State and directly benefiting the population. It also promotes transparency and oversight in public management, reducing the risks of corruption.
