THE MINISTRY OF TRANSPORT AND COMMUNICATIONS ENTRUSTED PROINVERSIÓN WITH A NEW PORTFOLIO OF PPP PROJ
Lima, January 22, 2024.- Confidence in Public-Private Partnerships. The Ministry of Transport and Communications (MTC) entrusted PROINVERSIÓN with two new project packages to be concessioned through the Public-Private Partnership (PPP) modality, which together demand an estimated investment of around US$ 4.2 billion.
This involves the commissioning of a PPP portfolio of 21 road corridor conservation projects and a Group of Airports that includes the operation and maintenance of the Chinchero airport, which is currently being executed by the Ministry of Transport and Communications.
The scope of the 21 road corridor conservation projects is nationwide (Annex No. 1). Their objective is to strengthen the connection among regions and to link national and international markets, promoting road integration as a means to reactivate local economy and benefit users and population in the area of influence, with sustainable levels of service that ensure traffic 365 days a year, reducing travel times and logistic costs.
From this package, the conservation costs for the maintenance and operation of 19 roads will amount approximately US$ 2.5 billion; while the other two roads will require rehabilitation, improvement, operation and maintenance works whose investment amounts are preliminarily estimated at US$ 1.1 billion.
In addition, the MTC has commissioned the promotion, through the PPP modality, of the Third Group of Airports project, which includes the operation and maintenance of 8 air terminals: Jaén, Jauja, Huánuco, Rioja, Yurimaguas, Ilo, Chimbote and Chinchero Airport. These interventions are estimated to be worth more than US$ 550 million.
Unlike conventional road maintenance, which is executed by volume of work, these PPP road conservation projects will be measured by levels of service with indicators related to surface, functional, structural and safety conditions. These indicators are specific to each road and vary according to the technical and economic sectors in the general scheme of user satisfaction.
It should be noted that road conservation only requires systematic technical programming, but not pre-investment studies, since these are preventive or corrective works.
PROINVERSIÓN estimates that in the third quarter of 2024, the structuring phase of these 21 projects will be completed to proceed with the international public tender process, thus initiating the transaction phase. According to this tentative schedule, these road corridor conservation projects will be awarded by the first quarter of 2025.
THIRD GROUP OF AIRPORTS
In addition, the MTC has commissioned the promotion, through the PPP modality, of the Third Group of Airports project, which includes the operation and maintenance of 8 air terminals: Jaén, Jauja, Huánuco, Rioja, Yurimaguas, Ilo, Chimbote and Chinchero Airport. These interventions are estimated to be worth more than US$ 550 million.
The expected benefits include the sustainability of the investments made by the Peruvian government, specifically in the Chinchero International Airport, as well as guaranteeing the provision of airport services at levels of time quality and safety for every passenger.
Although the formulation stage of these airport projects is about to start (in this stage the estimated investment amounts will be determined), it should be noted that the current regulatory framework allows an investor to present a private initiative to operate and maintain this Third Group of Airports.
The airport sector is a network industry; therefore, the most efficient way to maximize revenues, maximize the useful life of the facilities and minimize the operation and maintenance costs of regional airports is to manage them jointly. PROINVERSIÓN considers that this package of airport projects will attract the interest of the most experienced operators in the sector for a successful award, which is expected to be executed by the end of 2025 when the physical works of the Chinchero International Airport (Cusco) are completed.
