PROINVERSIÓN will call public tender in July to provide drinking water to 1.2 million Lima residents
Lima, June 30, 2025.- The Private Investment Promotion Agency (PROINVERSIÓN) announced that in July 2025 it will call for an International Public Tender for the concession to execute the project "Headworks and Conduction Works for the Drinking Water Supply in Lima – Phase 1: Treatment and Primary Distribution”, which will benefit families in the east and south of Metropolitan Lima: Ate Vitarte, Santa Anita, La Molina, Pachacamac-Manchay and Cieneguilla (uptown).
The agency, with the assistance of the International Finance Corporation, is concluding the structuring phase of this project in order to begin the period of promotion and attracting interested private investors to participate in this public tender.
This project will ensure the availability and continuous access to drinking water for more than 1.2 million Lima residents who do not have service or have discontinuous service, through the execution of drinking water treatment, conduction and storage works for delivery to SEDAPAL and subsequent distribution to the population.
This government initiative is part of a comprehensive strategy to increase the availability of drinking water in Metropolitan Lima, especially in areas without water service or with water continuity problems. It will contribute to closing drinking water supply gaps in Lima, which faces significant structural challenges due to population growth, climate change, lack of distribution infrastructure, among others.
The project is promoted by PROINVERSIÓN on behalf of the Ministry of Housing, Construction and Sanitation (MVCS) and SEDAPAL, for its concession through a Public-Private Partnership (PPP). The estimated investment in the project amounts to US$ 476 million (excluding VAT).
Components of the State initiative
To achieve its objective, this project of social relevance for Metropolitan Lima foresees that a private investor will design, build, operate and maintain the following components:
- Drinking water treatment works, through the Huachipa II Plant of 5 cubic meters per second (m3/s), in two stages of 2.5 m3/s each;
- Main conduction works, through the 26 km South Branch conduction line;
- Complementary storage and primary distribution works, through 5 compensation reservoirs and 66 km of interconnection lines that will be connected to SEDAPAL's existing distribution system.
The investor is also expected to operate and maintain the existing 5 m3/s Huachipa I Plant.
With the implementation of the project and its components described above, the following direct benefits are expected to be achieved:
- To provide drinking water service to new users and improve the continuity of service for existing users in Metropolitan Lima.
- To improve the efficiency of Lima's water supply system, reducing pumping and overpumping.
- To significantly reduce the use of the groundwater source for use in times of deficit.
- To contribute to the achievement of national targets for universal access to safe drinking water.
The total term of the concession shall be 30 years.
