PROINVERSIÓN AND MINEDU WORK TO ENSURE SUSTAINABILITY OF EDUCATIONAL INFRASTRUCTURE IN THE COUNTRY
Lima, February 15, 2025.- The Private Investment Promotion Agency (PROINVERSIÓN) announced that it is working with the Ministry of Education (MINEDU) so that the infrastructure of public schools can be sustainable over time and ensure a quality educational service to students, informed the agency's executive director, Luis Del Carpio.
The official emphasized that PROINVERSIÓN is committed to closing the gaps, which is why it is currently promoting an important portfolio of schools to be executed under the Public-Private Partnership (PPP) and Works for Taxes modalities.
He specified that under the PPP initiative, the entity has a portfolio of four projects of Schools at Risk (CER) in Metropolitan Lima, whose execution will allow modernizing their infrastructure and providing complementary services; these are 41 schools that will benefit more than 84 thousand students in Metropolitan Lima. In addition, in Cusco, there is a project for three Educational Institutions that will benefit more than 5,000 students per year.
According to these initiatives, the concessionaire will build new educational infrastructure at its current location, in addition to providing furniture and equipment for classrooms, workshops, administrative and sports areas. It will also take on maintenance, cleaning, waste management, pest control, school dispensaries, surveillance, and security. MINEDU will continue to manage the education, curriculum, personnel, materials and administration of schools, ensuring free education.
Under this scheme, the private company would receive a payment from the State for taking charge of the school's infrastructure and ensuring quality facilities for a long period.
He also mentioned that the education sector is intensively using the Works for Taxes mechanism to close the gaps. He commented on the successful experiences in the construction of High Performance Schools (COAR) in various regions of the country, such as Piura and Ica, which are improving the quality of education. Regarding these Works for Taxes projects, he also commented that they are working with the sector on schemes to provide sustainability to the infrastructure and complementary services.
Luis Del Carpio pointed out that today all actors involved in public service infrastructure have become aware that it is no longer enough to just inaugurate a hospital or a school, but to ensure that they function properly over time.
He mentioned that the model of construction and administration of infrastructure is already in place in the health sector, which guarantees its sustainability over time. “We are also working on this good governance for schools,” he reiterated.
In this way - he added - students will be able to attend an educational center that always functions well and can focus on learning; while the school principal will have to worry about the importance of teaching and not about solving administrative problems.
