INPE plans to build and expand six penitentiary facilities for S/ 1,182 million through Work for Tax
Lima, May 21, 2025.- The Private Investment Promotion Agency (PROINVERSIÓN) announces that the National Penitentiary Institute (INPE), an entity attached to the Ministry of Justice and Human Rights (MINJUSDH), plans to execute six major penitentiary infrastructure projects nationwide through the Works for Taxes (OxI) mechanism, with an estimated investment of S/ 1,182 million.
These initiatives aim to strengthen the capacity of the penitentiary system and improve the provision of social rehabilitation services for the penal population, directly contributing to the improvement of security and the effective reintegration of inmates into society.
The six projects will be distributed in the regions of Ica, Huánuco, Amazonas, La Libertad, Piura and Lima, and include the construction, extension, equipment and modernization of penitentiary establishments, as well as training programs for system operators.
In Ica, the Improvement and extension of the social rehabilitation service of the Ica Penitentiary Establishment will be executed, with an investment of S/ 280 million. The project includes infrastructure works, equipment and staff training.
In Huánuco, the INPE will develop the Creation of the social rehabilitation service in the Venado Pampa Penitentiary Establishment, in the district of Castillo Grande, Leoncio Prado province, with an investment of S/ 230 million.
In Amazonas, a new establishment will be built in the Jahuanga Populated Center, Bagua Grande district, with an investment of S/ 315 million. This project seeks to increase the levels of rehabilitation and social reintegration of inmates.
In La Libertad, the Trujillo Men's Penitentiary Facility in the district of Huanchaco will be expanded, with an estimated investment of S/ 211 million, aimed at improving the efficiency of the penitentiary service in the region.
In Piura, the project to expand the accommodation capacity of the Piura Penitentiary Facility will require an investment of S/ 82 million. This intervention will also include equipment and staff training.
Finally, in Lima, the Improvement and extension of the social rehabilitation service at the Ancón I Special Closed Penitentiary Facility will be carried out, with an investment of S/ 62 million. This project includes infrastructure with maximum security, renovations, basic services and modern equipment.
In addition, the MINJUSDH, through the National Program for Prevention and Social Reintegration (PRONAPRES), plans an investment of S/ 602 million in the future Ica Mega-prison, which will house up to 3,168 inmates. This penitentiary will have advanced security systems, such as weapon detection, surveillance cameras with artificial intelligence, perimeter sensors and anti-drone technology.
On the other hand, the INPE will allocate S/ 17 million to implement signal inhibitors in four penitentiaries (Juanjuí, Cochamarca, Río Negro and Challapalca) and S/ 71 million in a modern X-ray inspection system, in addition to a centralized system with artificial intelligence.
Meanwhile, the National Program of Juvenile Centers has planned investments of S/ 315 million in centers in Piura, Huancayo, Arequipa and Pucallpa, to improve the social reintegration of adolescents in conflict with the criminal law.
These investments, through Works for Taxes programs, will help bridge critical infrastructure gaps in the prison and juvenile systems, enhance national security, and provide favorable conditions for the rehabilitation of inmates, directly benefiting the public and contributing to the development of a more effective justice system.
