PROINVERSIÓN PROMOTES PPP PORTFOLIO IN SANITATION FOR MORE THAN US$ 2.2 BILLION

Lima, March 19, 2024.- The Private Investment Promotion Agency of Peru (PROINVERSIÓN) presented a portfolio of 21 projects in sanitation through Public-Private Partnership (PPP) that will represent an investment of more than US$ 2.28 billion and would benefit more than 7 million people, in 14 regions of the country.

Within the framework of the event “Synergies in Water and Sanitation: Investing in PPPs that improve lives in Peru”, organized in conjunction with the Inter-American Development Bank (IDB), the executive director of PROINVERSIÓN, José Salardi, specified that this portfolio of PPPs in sanitation incorporates nine (9) projects that are in the structuring or transaction phase with an investment amount exceeding US$ 1.3 billion.

In addition, there are six (6) other projects under formulation for US$ 400 million, which will benefit more than 7 million people in 14 regions of the country.

José Salardi specified that the Ministry of Housing, Construction and Sanitation (MVCS) has also requested the formulation of six (6) sanitation projects, whose reference investment amount is US$ 556 million and will benefit 1.7 million Peruvians in five (5) regions of the country.

The head of PROINVERSIÓN highlighted that, in the short term, the project with the greatest impact on water security are Headworks, as it aims to increase the availability of drinking water to serve more than 1.5 million inhabitants of Metropolitan Lima.

On the other hand, he mentioned that the construction and operation of the Ilo, Lambayeque, Paita and Talara desalination plants will benefit from the provision of drinking water to more than 300,000 people who are currently affected by water stress in their cities.

In turn, the representative of the IDB in Peru, Ezequiel Cambiasso, said that the multilateral one has been supporting the Government of Peru, through its Single Window of PPP, in the development of this portfolio of projects, since they consider that the PPP modality is a useful and effective tool when properly implemented, under solid and transparent regulatory and institutional frameworks.

According to the IDB, in Latin America and the Caribbean, Peru is leading the selection and prioritization of PPP projects within the framework of its National Plan for Infrastructure Competitiveness, which was developed by experts and following international recommendations. “Along these lines, the IDB supports the development of Peru's water and sanitation sector through various investment modalities, including Public-Private Partnerships,” remarked the representative of the IDB in our country.

The event was also attended by the Deputy Minister of Housing and Urbanism of the MVCS, Hernán Jesús Navarro; the general director of Policy for the Promotion of Private Investment of the Ministry of Economy and Finance, Carlos Alberto González; the president of SUNASS, Mauro Gutiérrez; the head of the IDB PPP team, Gastón Astesiano; among other personalities.

PPP SUSTAINABILITY

During the event, experts from the public, private and academic sectors also met to analyze the sustainability approach for the structuring of PPP projects; as well as to discuss how to generate alliances that contribute to closing infrastructure gaps, generating value for the country's citizens, governments and the private sector in the water and sanitation sector.

The event “Synergies in Water and Sanitation: Investing in PPPs that improve lives in Peru” is part of the preparatory activities for the holding in Peru of the twelfth edition of the PPP Americas 2025, the most important forum for Public-Private Partnerships (PPP) in Latin America and the Caribbean.
