MTC COMMISSIONS PROINVERSIÓN A STUDY TO PROMOTE THE SUSTAINABLE BACK NETWORK
Lima, March 14, 2024.- The Ministry of Transport and Communications (MTC) and The Private Investment Promotion Agency (PROINVERSIÓN) signed the inter-institutional cooperation agreement to develop studies and promote the definitive and sustainable operation of The National Optical Fiber Backbone Network (RDNFO), as well as that of the Transport Networks of Regional Projects.
Within the framework of the agreement, PROINVERSIÓN will develop, first of all, a study containing the diagnosis and situational status of the RDNFO and the Regional Network Transport Networks (through a specialized consultancy); as well as the scenario approach that will allow the MTC to define the best alternative to optimize the use and exploitation of this important State asset and promote the population's access to broadband.
Secondly, based on the results, PROINVERSIÓN would prepare the technical studies and/or evaluation report linked to the promotion process to be conducted by the entity.
To this end, the MTC will provide PROINVERSIÓN with backup and support, as well as the necessary information and facilities. It will also provide favorable technical opinion, contributions or observations to the technical aspects of the studies and define the best alternative for taking advantage of the RDNFO.
The Minister of Transport and Communications, Raúl Pérez Reyes, and the executive director of PROINVERSIÓN, José Salardi, participated in the signing of the Agreement.
“This is the first step in preparing the Backbone Network project. The studies will be carried out, the determination of the state of the network and, depending on this, the economic and financial model will begin to be built to ensure that this project is profitable and that also ensures connectivity for all Peruvians,” said the head of the MTC.
Pérez Reyes highlighted that the development of the backbone network will benefit no less than 80 provincial capitals and more than 1,500 districts across the country. “It's going to benefit a very important part of the population. Thus, citizens who do not currently access broadband Internet will be able to do so from their homes and will be able to have connectivity from public schools. Likewise, health centers will be able to have telemedicine equipment and treat health problems remotely,” concluded the minister.
For his part, the executive director of PROINVERSIÓN, José Salardi, commented that “this agreement is very important to give a boost to the Backbone Network and, in that sense, we are going to collaborate actively in such a way that gaps in telecommunications can be closed”.
He also explained that the agency has an important portfolio of projects by 2024 that will mean an investment of 8 billion dollars and half of them are commissions from the MTC, “which reflects the magnitude of the sector and we will continue to accompany each other in developing high-impact projects for the country.”
With the signing of the agreement, the first step is taken to promote and, if necessary, deliver the operations and maintenance of The National Optical Fiber Backbone Network and Regional Transportation Networks so that millions of people can have access to broadband for their productive, commercial and services activities, as well as for telehealth, tele-education and telesecurity services.
It should be noted that the RDNFO Project and the Regional Broadband Projects were conceived as an interconnected system at the national level, which makes it possible to close the infrastructure gap in provincial and district capitals, thus strengthening network capillarity and promoting the massification of telecommunications services in the country.
