PROINVERSIÓN awards four electric projects benefiting Arequipa, Lima, Apurímac, and Puno
Lima, September 22, 2025.- The Private Investment Promotion Agency (PROINVERSIÓN), attached to the Ministry of Economy and Finance, awarded four power transmission and substation projects that will benefit 2.3 million people in Arequipa, Lima, Apurímac, and Puno.
These four projects, awarded on behalf of the Ministry of Energy and Mines, are part of Group 3 of the 2023–2032 Transmission Plan. In total, investment in the four projects amounts to US$ 214 million, consolidating the Peruvian government’s commitment to the development of strategic infrastructure in the energy sector.
Alupar Perú S.A.C. was awarded the four projects following a transparent bidding process. The awarded projects are as follows:
- 220 kV Nueva Palca Substation, Palca – La Pascana Transmission Line, expansions, and associated substations, which will benefit 700,000 people in Arequipa.
- 220 kV Planicie – Industriales Link, third circuit expansion, which will benefit 1.3 million people in Lima.
- 138 kV Abancay Nueva – Andahuaylas Link, expansions, and associated substations, which will benefit 130,000 people in Apurímac.
- 138 kV San Rafael – Ananea Branch Transmission Line, expansions, and associated substations, which will benefit 120,000 people in Puno.
PROINVERSIÓN’s Executive Director, Tabata Vivanco del Castillo, emphasized that the four projects will strengthen and improve the reliability of the power transmission systems in the south-central area of the country, enabling the provision of higher-quality electricity supply to thousands of households in the four regions, as well as to industry, commerce, and services.
The head of the Agency stated that these investments will contribute to strengthening the local economy, increase regional competitiveness, and significantly improve people’s quality of life.
The award of the Successful Bid was carried out under the Public–Private Partnership (PPP) modality, using the Integrated Project Tender as the selection mechanism, whereby the concessionaire will be responsible for the design, financing, construction, operation, and maintenance of the project. The concession term is 30 years and covers the construction period as well as operation and maintenance; upon expiration of this term, the electricity infrastructure will revert to the State.
Electricity sector portfolio
Following this award, PROINVERSIÓN will launch, in a sequential manner, the calls for 18 electricity projects from the 2025–2034 Transmission Plan, which have been divided into four groups to be awarded. The estimated investment in these new projects is approximately US$ 930 million, with a direct impact on 13 departments of the country.
The Agency’s objective is to award the 18 projects between 2025 and 2026, working with efficiency and a sense of urgency. PROINVERSIÓN will launch Group 1 next October. This group includes four (4) transmission lines with an investment amount of US$ 231 million, benefiting the departments of Piura, Lambayeque, Junín, and Ayacucho.
The implementation of this robust project portfolio will strengthen the National Interconnected Electric System at the sub-transmission level and thus ensure electricity supply for more than 8 million Peruvians, consolidating the country’s competitiveness and generating well-being in our communities.
