ÁNCASH: PROINVERSIÓN AWARDS MODERNIZATION OF THE HOSPITAL OF HUARAZ FOR MORE THAN S/ 1 BILLION
Lima, June 18, 2024.- The Private Investment Promotion Agency – PROINVERSIÓN awarded the consortium formed by WIN Empresas S.A.C. and Soluciones Alimenticias S.A.C. the project for the "Improvement and expansion of Hospital Health Services in Víctor Ramos Guardia - Huaraz", which will require an estimated investment of S/ 1 099 million, that is, the highest amount prioritized through the mechanism of Works for Taxes (OxI) in the history of the country.
The executive director of PROINVERSIÓN, José Salardi, highlighted the award of the Hospital of Huaraz because it also allowed to accumulate more than S/ 1.6 billion in Works for Taxes projects so far in 2024, which is the record year in amounts generated through this mechanism for the country.
The award was made within the framework of the technical assistance agreement in the commissioning modality that the Regional Government of Áncash made to the agency, in April 2024, to promote and modernize the health services of the Hospital of Huaraz. With this, the initiative was called to public tender in May and the submission of bids was made on June 13.
The modern Level III-1 hospital will benefit more than 1.8 million people in Áncash over a 10-year horizon. The project includes the preparation of the technical file and execution of the work; as well as the maintenance for 5 years and financing of the supervision of the preparation of the technical file and execution of the work.
The director of Decentralized Investments of PROINVERSIÓN, Denisse Miralles, highlighted the work articulated with the Regional Government of Áncash to carry out a long-awaited and necessary project for the population in the north of the country.
"This is the first Works for Taxes process conducted by PROINVERSIÓN and a historic milestone has been achieved, in the amount of investment, since the creation of this mechanism. In addition, the award was made in record time thanks to the efforts of not only the agency and the Regional Government, but also the Ministry of Health, the Ministry of Economy and Finance, and the Presidency of the Council of Ministers", Miralles said.
The director of Decentralized Investments also reiterated the agency's commitment to continue technically accompanying all phases of the project to ensure that the Hospital of Huaraz is put at the service of the community of Áncash as soon as possible.
For his part, the Regional Governor of Áncash, Koki Noriega Brito, mentioned that the award of the Hospital of Huaraz, Víctor Ramos Guardia, will mark a before and after in the investments of Works for Taxes of the country
"For Áncash, this event is a clear manifestation of a new time, a stage of megaprojects to generate competitiveness with a human face", he said.
COMPONENTS OF MODERNIZATION
The execution of the project will improve the care of outpatient services, emergency, obstetric center, surgical center, hospitalization, ICU, clinical pathology, pathological anatomy, diagnostic imaging, rehabilitation medicine, nutrition and dietetics, hemotherapy center and blood bank, pharmacy, sterilization center, hemodialysis, chemotherapy, tissue bank and milk.
The hospital will have 288 hospitalization beds, 20 emergency beds, 12 beds in an obstetric center, 16 beds in a surgical center, 51 beds in an Intensive Care Unit (ICU), 10 in chemotherapy and 16 in hemodialysis. It will also have 66 functional offices, 13 emergency clinics, two (2) trauma shock rooms and seven (7) operating rooms.
It also includes modern and necessary equipment and furniture for the provision of health services, biomedical equipment, clinical and administrative, mechanical, electrical and computer furniture and mobile units.
The project is aligned with closing gaps in infrastructure and/or specialized health care services; it will contribute to the decrease in the morbidity and mortality rate, infectious diseases, and improved access to health and care services.
HIGHER INVESTMENTS
The award of the Víctor Ramos Guardia Hospital allowed the accumulation of 545 projects awarded through Works for Taxes since the implementation of the mechanism in 2009, which generated an investment of more than S/ 9.2 billion, benefiting 22 million Peruvians. At the national level, 214 local governments, 19 regional governments, 8 national government entities and 2 public universities have made use of the mechanism.
The list of largest investments in OxI includes the improvement and expansion of the Hospital of Huaraz (S/ 1 099 million), the interconnecting road between the districts of Miraflores, Alto Selva Alegre, Yanahuara, Cayma and Cerro Colorado – component IV Puente Chilina in Arequipa (S/ 260 million), improvement and expansion of the drinking water, sewerage and wastewater treatment systems of Huarmey - Áncash (S/ 221 million), improvement of the health services of the Huari – Áncash health facility (S/ 206 million) and improvement of the health services of the Huarmey - Áncash hospital (S/ 7 189.6 billion).
