ProInversión and MVCS declare of interest, the execution and concession of the Cajamarca WWTP
Lima, July 1, 2025.- The Private Investment Promotion Agency - PROINVERSIÓN and the Ministry of Housing, Construction and Sanitation (MVCS) declared of interest the promotion of the project “Wastewater treatment for final disposal or reuse, city of Cajamarca, Cajamarca, Peru”, also known as Cajamarca WWTP, which will allow an adequate treatment and final disposal of wastewater generated in the city of Cajamarca, for the benefit and improvement of the quality of life of the families of that city.
This co-financed unsolicited proposal (IPC), which contemplates a referential investment and a total operation and maintenance amount of US$ 283 million (excluding VAT), was proposed by the company FCC Aqualia, S.A. It will be executed through a Public-Private Partnership (PPP) in which the concessionaire will be responsible for the design, financing, construction, operation and maintenance of the infrastructure necessary for the adequate treatment and final disposal of the wastewater of the city of Cajamarca.
Following the declaration of interest, third parties interested in the project may submit their expressions of interest to PROINVERSIÓN within 90 calendar days (which expires on September 28). If there are no third parties interested in the execution of the project that present themselves within the 90-day term, PROINVERSIÓN will proceed - in accordance with section 89.1 of the Regulations of Legislative Decree No. 1362 (PPP Law) - with the direct award of the project in favor of the proponent.
With the construction, operation and maintenance of the Cajamarca WWTP and the La Victoria collector, as well as the new Mashcón collector, an efficient and sustainable wastewater treatment and disposal service will be provided for the city of Cajamarca and three towns in the Baños del Inca district, benefiting 365,000 people.
The implementation of this project will improve the health conditions of the area by reducing the contamination of the Mashcón and Cajamarquino rivers; it will also boost economic development and local tourism, as well as create the conditions for the future development of complementary projects for the reuse of treated wastewater and sludge. The Peruvian State, through the Ministry of Housing, Construction and Sanitation (MVCS), will assume the co-financing of 100% of the project investment and part of the operation and maintenance costs (on a temporary basis).
“In this way, PROINVERSIÓN reaffirms its commitment to continue strengthening the infrastructure and wastewater treatment service nationwide under the PPP scheme, for the benefit of people's health and the environment,” highlighted Luis Del Carpio, PROINVERSIÓN's executive director.
The term of the concession of the Cajamarca WWTP will be 26 years, starting from the signing of the concession contract. This term may be extended up to the maximum established in the Applicable Laws and Provisions.
