MEF EMPOWERS PROINVERSIÓN TO PROVIDE SUPPORT IN PUBLIC - PRIVATE PARTNERSHIPS
Lima, February 21, 2025.- The Ministry of Economy and Finance (MEF) signed an agreement empowering the Private Investment Promotion Agency – PROINVERSIÓN to provide legal, economic and financial support in Public-Private Partnerships (PPPs) to public entities holding projects.
Currently, this competence corresponds to the Ministry of Economy and Finance, but, with the agreement, it will become the function of PROINVERSIÓN. The agreement was signed by the Minister of Economy and Finance, José Salardi, and the executive director of PROINVERSIÓN, Luis Del Carpio, as part of strengthening the agency specialized in PPPs in Peru and improving processes to streamline this mechanism.
Minister Salardi said that the MEF's decision to entrust this competition to PROINVERSIÓN is because this entity has knowledge and experience in the design and structuring of projects in PPPs and, in addition, is responsible for promoting private investment in Peru.
“There is a commitment to make progress in closing gaps. We are going to exceed the goal of previous years. I believe that in 2025 we will exceed US$ 11.5 billion,” he said.
For his part, the executive director of PROINVERSIÓN, Luis Del Carpio, stated that the agency is prepared to take on the MEF's assignment and that the agreement will make it possible to bring forward investments that were planned to be made only in 10 years' time. "We are going to make investments to change investment terms. We are going to put the pedal to the metal,” Del Carpio added.
With this decision, PROINVERSIÓN will be able to expedite the addenda of four projects for US$ 4.5 billion: with Tisur to improve the Matarani port (US$ 600 million), the second group of airports (US$ 1.5 billion), TGP to bring natural gas to Cusco (US$ 2 billion) and with Calidda to expand the supply of natural gas to seven regions for US$ 400 million.
In the last 25 months, PROINVERSIÓN awarded 31 projects in PPP and projects in assets (PA) for more than US$ 11.3 billion. In 2024 alone, a record close to US$ 9 billion was achieved, and the goal for 2025 is to award 28 projects, mostly in sanitation, roads and health, for US$ 8 billion.
PROINVERSIÓN is internationally recognized as a quality agency in the promotion of PPP. At the end of 2024, it was one of the finalists in the Excellence in Sustainability category of the WAIPA (World Association of Investment Promotion Agencies) Excellence Award.
