OPERATION AND MAINTENANCE OF THE VILLA EL SALVADOR EMERGENCY HOSPITAL INTERESTS NINE COMPANIES
Lima, July 12, 2024.- The Private Investment Promotion Agency - PROINVERSIÓN reports that there are nine companies with international experience interested in the Operation and Maintenance of the Villa El Salvador Emergency Hospital (HEVES) project to be awarded at the end of the year through a Public-Private Partnership (PPP).
During the event, Project Presentation, Operation and Maintenance of the New Villa El Salvador Emergency Hospital, the Project Director, María Elena Fernández, said that there is 95% progress in the design of the contract, which includes asset rehabilitation costs in the first 18 months of the PPP contract. In other words, the private operator must set up the hospital before starting the operation and maintenance of the hospital.
During this period, the operating company must make general improvements and repairs to the infrastructure, replace equipment that has served its useful life and fix those that have deteriorated, in order to have a hospital in quality and efficient conditions to continue serving users.
In this regard, María Elena Fernández commented that the process is progressing solidly and that the submission of documents to prequalify bidders will begin on August 2 and will end in 30 calendar days (September 2), with the final list of operators eligible for the award process scheduled for December 2024. The concession term is 15 years.
By the end of October, the final version of the contract will be ready, which will include the contributions and suggestions received from the 9 interested companies, with international experience in the process called Gray Gown; therefore, in recent weeks technical visits have been made to the hospital, to verify the state of the infrastructure and equipment, identify the needs and reality of the Villa el Salvador Emergency Hospital.
TECHNICAL COMPONENTS
The new HEVES operator must have experience in the management of general services that contribute to the improvement of health care, such as food, laundry, cleaning, security and comprehensive surveillance, as well as the maintenance of the building, facilities and electromechanical equipment associated with the infrastructure, and the provision and timely replacement of clinical and non-clinical equipment.
More than 780 thousand inhabitants of the southern area of Lima (Villa El Salvador, Lurin, Pachacamac, Pucusana and 5 other seaside resorts) will benefit from the HEVES improvements, which will not require them to pay for the service provided by the HEVES concessionaire since the Ministry of Health (MINSA) will assume the costs.
