CONSORTIUM WILL START STUDY THAT WILL DEFINE THE INVESTMENT MECHANISM OF THE CHINECAS PROJECT
Lima, May 20, 2024.- The Private Investment Promotion Agency – PROINVERSIÓN and the Ministry of Justice and Human Rights (MINJUSDH) identified a portfolio of 22 projects that could be financed and executed at the national level through Works for Taxes (OxI) with an investment of more than S/ 450 million.
The purpose would be to improve the infrastructure and public services of defense and access to justice, according to the summary of the event "Promotion of the Portfolio of MINJUSDH Projects" that was organized with the support of PROINVERSIÓN, where the aforementioned projects that would be carried out in Lambayeque, Piura, Ucayali, Arequipa, Ancash, Loreto, La Libertad, Ayacucho, Moquegua, Ica, Lima, Junín and Puno, among other regions.
In this regard, the Minister of Justice and Human Rights, Eduardo Arana Ysa, highlighted that the portfolio includes some initiatives such as juvenile diagnostic and rehabilitation centers, penitentiary establishments, centers for public defense services and access to justice, among others, which can be executed with public-private participation.
It should be noted that the 22 projects were identified by the MINJUSDH thanks to the free technical assistance of the PROINVERSIÓN team.
In turn, the executive director of PROINVERSIÓN, José Salardi, highlighted the joint work being carried out with the sector so that interested financing companies can participate in the execution of initiatives.
He pointed out that so far this year, 25 projects have been awarded through the OxI mechanism for S/ 420 million in entities such as ministries, regional governments, local governments and public universities.
Since 2009, 543 projects have been awarded for S/ 8 021 million, benefiting 22 million Peruvians. In these 16 years, 243 public entities have applied this mechanism, created in Peru, with the participation of 168 financing companies.
AGREEMENT WITH PROINVERSIÓN
During the event, PROINVERSIÓN and MINJUSDH also signed a technical collaboration agreement in the form of advisory services without financing, to promote Projects in Assets (PA) in this sector.
Through this agreement, PROINVERSIÓN will support MINJUSDH in the preparation of the Multiannual Report on Investments in Public-Private Partnership (IMIAPP) and Projects in Assets, a modality in which key infrastructure projects will be prioritized.
Projects in Assets are a public-private investment modality carried out on assets owned by public entities. The asset may be movable or immovable, tangible or intangible; the objective is that the project is of public utility, that means, it benefits the population. Likewise, Projects in Assets have particular characteristics: they do not commit public resources and do not transfer risks to the public entity.
