PERU PROMOTES PROJECTS WORTH US$70 BILLION AT INTERNATIONAL PPP FORUM
Lima, April 8, 2025.- The Private Investment Promotion Agency (PROINVERSIÓN) is participating in the first session of PPP Americas 2025, the most important event in the region on Public-Private Partnerships (PPPs), organized by the Inter-American Development Bank (IDB) with the support of the agency and the Ministry of Economy and Finance (MEF).
During this forum, PROINVERSIÓN Executive Director Luis Del Carpio highlighted the portfolio of PPP and Projects in Assets being promoted for the 2025–2026 period, with an estimated investment of US$70 billion. These projects cover strategic sectors such as road infrastructure, ports, cable cars, electricity, water and sanitation, health, education, real estate development, among others.
He also mentioned that the portfolio of projects being promoted in Peru covers most of the country's regions. "This is an impressive moment for Peru, one that forces us all to think again and, above all, to trust. We must trust that it is possible to close the infrastructure gap and that PPPs are fundamental to achieving this," he added.
By 2025, the agency plans to award 34 projects worth more than US$ 8.8 billion, while in 2026, 46 projects worth more than US$ 8.2 billion will be awarded. Among the main projects to be awarded this year are: Longitudinal de la Sierra Section 4 (S$ 1.582 million), operation and maintenance of the new Villa El Salvador Emergency Hospital (US$ 284 million), Ancón Industrial Park (US$ 1.214 billion) and the Choquequirao Cable Car (US$ 261 million).
In addition, there are nine addenda to existing contracts totaling more than US$ 9.5 billion, 14 major irrigation projects worth US$ 21 billion, and 13 new projects that will be submitted to PROINVERSIÓN for structuring and promotion, worth US$ 19.3 billion.
The opening ceremony was attended by the Minister of Economy and Finance, José Salardi; the Executive Director of PROINVERSIÓN, Luis Del Carpio; the IDB representative in Peru, Tomás Lopes-Teixeira; and the IDB's Executive Vice President, Jordan Schwartz.
The Minister of Economy and Finance, José Salardi, stated that the government is convinced that PPPs are the best way to close the infrastructure gap, as Peru already has experience with them and has seen clear results in improving the country's competitiveness and the quality of life of Peruvians.
"That is what this government is committed to. We plan, during these three and a half years of government, to award and sign addenda related to PPP projects worth around US$ 35 billion, which is equivalent to what was done in the previous 20 years," Salardi said.
Meanwhile, IDB Executive Vice President Jordan Schwartz said that the institution's new institutional strategy is placing the private sector at the center, so that it can accompany the State on the path to closing infrastructure gaps. This new vision has emerged because there has been a downward trend in PPP investment in Latin America in recent years. “We are here to reverse the trend and recover dynamism through greater private participation in the region,” he said.
The executive director of PROINVERSIÓN, Luis Del Carpio, highlighted that the PPP Americas 2025 event in Lima, from April 8 to 9, represents a strategic opportunity for the Peruvian government and the national system of Public-Private Partnerships (PPPs).
"This is international recognition for PROINVERSIÓN and the country as leaders in attracting strategic investments. Between 2023 and March 2025, we awarded a record 30 projects and an addendum under PPP and Projects in Assets, worth US$ 11.385 million," said Del Carpio.
PPP Americas 2025
PPP Americas 2025 brings together more than 800 in-person participants and more than 11,000 virtual participants from 25 countries in Latin America, the Caribbean, Europe, and Asia.
The conference will include plenary sessions, panels, and side events. Topics such as digital transformation, closing infrastructure gaps, innovation in sustainable projects, and impact assessment will be addressed. The sector-focused panels will enable participants to exchange experiences on projects in water, sanitation, health, education, transportation, and energy, with more than 160 panelists. The side events will address risk mitigation mechanisms, fiscal responsibility, and sustainability.
