INVESTOR CONFIDENCE IN PERU REMAINS STRONG
Lima, April 16, 2025.- The Private Investment Promotion Agency (PROINVERSIÓN), the Ministry of Economy and Finance (MEF), and public entities responsible for projects are building the engine that will drive the country's development through Public-Private Partnerships (PPPs), according to the agency's executive director, Luis Del Carpio.
According to the official, this statement is supported by the 30 projects awarded under this modality for a value exceeding US$ 11.5 billion during the 2023–2024 period, as well as the solid prospects for awards planned for the 2025–2026 period.
Del Carpio highlighted the awarding of mega-projects such as the Peripheral Ring Road (US$ 3.396 million), a modern highway that will significantly reduce travel times in Lima and Callao. "This project will give people more time to spend with their families; currently, millions of citizens lose between three and four hours a day on public transportation. It is unacceptable, and as a society we must not allow it," he said in an interview with Radio Nacional.
He also highlighted the awarding of the Huancayo–Huancavelica Railway (US$ 565 million), finalized after decades of waiting, which will boost the local and regional economies of Huancavelica and Junín.
He also mentioned other projects awarded, such as the Marcona Port Terminal (US$ 405 million), the EsSalud Hospitals in Piura and Chimbote, the El Algarrobo project (US$ 2.753 million), various power transmission lines, and the expansion of Bayovar Phosphates (US$ 940 million).
"There is a clear change: investor confidence began to increase in 2023 and remains strong, which has been reflected in record awards in 2024. Never before has there been such a high level of confidence in the country's long-term future, and that is positive for everyone," he emphasized.
Del Carpio maintained that Peru is a viable country with a future, and that capital is arriving because it is perceived as a safe country. He also emphasized that private investment is being promoted at the national level.
He explained that this winning streak comes on top of major private investments in port infrastructure (such as the ports of Callao and Chancay) and the second phase of Jorge Chávez International Airport, among other flagship projects.
He also pointed out that these investments will be supplemented by those expected to be awarded between 2025 and 2026 through PPPs, consisting of 80 projects with an estimated value of US$ 17 billion. Among the most notable are the Longitudinal de la Sierra Highway Section 4 (US$ 1 581 million), which will cover five regions of the country; the Choquequirao Cable Car (US$ 261 million), which will be promoted to potential investors on April 24; the operation and maintenance of the New Villa El Salvador Emergency Hospital (US$ 284 million); the Chimbote Port Terminal (US$ 262 million); and the Ancón Industrial Park (US$ 1 214 million).
He also indicated that work is underway to sign addenda for nine existing concessions, representing more than US$ 9.5 billion. These will enable investments originally planned for a decade from now to be brought forward. One example is the Natural Gas Expansion Project in seven regions, which, through an addendum with the company Cálidda and an investment of US$ 500 million, will bring natural gas to 15 cities in the south of the country. "The contract (addendum) will be signed in the coming months, and construction will begin next year to bring gas to the southern part of the country," he said.
He also highlighted the existence of a portfolio of 14 major irrigation projects worth over US$ 21 billion, on which PROINVERSIÓN is working together with the Ministries of Economy and Finance, and Agricultural Development and Irrigation. "Our goal is to increase the agricultural frontier by more than one million hectares over the next 10 years. We currently export US$12 billion in agricultural products, and we want to increase that figure fourfold or more. The market is impressive, and that's what we're aiming for," he said.
He explained that projects such as Chinecas, Majes Siguas II, Chavimochic III Stage, and Chancay–Lambayeque, among others, are being particularly promoted. "At Chinecas, we are working with the Regional Government of Áncash and the Ministry of Agricultural Development and Irrigation. This year, its feasibility will be declared, and from there, it will be up to us to select the company that will build and operate it," he said.
In this regard, the head of PROINVERSIÓN reiterated that the agency, the MEF, and all stakeholders are building the new engine that will drive the country's development.
