PROINVERSIÓN WILL AWARD THE CONTRACT FOR THE ESSALUD HOSPITALS IN THE SECOND QUARTER OF 2023
Lima, April 17, 2023.- The Agency for the Promotion of Private Investment (PROINVERSIÓN) announced that the projects of ESSALUD hospitals of Piura and Chimbote will be awarded in the quarter of 2023, with an investment of more than US$ 320 million, benefiting more than 1.6 million insured people of Ancash, Piura and Tumbes.
In the first week of April, PROINVERSIÓN approved the new final version of the concession contracts implementing the recommendations of the Comptroller General of the Republic and sent the document to ESSALUD for its favorable opinion. Subsequently, the favorable opinion of the Ministry of Economy and Finance (MEF) will be requested.
Both projects, which will be co-financed by the State, include the design, financing, and construction of hospital infrastructure, as well as the acquisition and replacement of clinical and non-clinical equipment. The concessionaire will provide green coat services (support in hemodialysis, diagnostic imaging and laboratory services), as well as gray coat services (general laundry, food, safety, solid waste management, cleaning, maintenance, procurement and maintenance of in-hospital equipment and logistics).
The State will continue providing medical services through ESSALUD personnel: doctors, nurses, technicians and others.
Also, PROINVERSIÓN has in its portfolio two other projects in the health sector: the state initiative “Operation and Maintenance of the New Villa El Salvador Emergency Hospital”, with a cost of US$ 110 million to be awarded in 2024; and the Integrated Solid Waste Management in Health Facilities of the Ministry of Health in Metropolitan Lima, which requires an investment of almost US$ 24 million. The award is expected in 2025.
PPP IN THE HEALTH SECTOR
The experiences of PPP projects in the health sector are favorable. To date, there are five (5) PPP health projects developed in Peru in the last 15 years, which have contributed to improving access to services, with efficiency and quality in patient care (see Annex).
Among the most important PPP projects are the ESSALUD Hospitals, Alberto Barton (Callao) and Guillermo Kaelin (Villa María del Triunfo - Lima) which have shown improvements in access to services, efficiency and quality, without losing the character of public service. Therefore, they lead in the satisfaction surveys of ESSALUD insured people and the reduction of waiting time for different services such as outpatient consultation or surgical interventions. Also, both hospitals are among those that have the highest hour/medical performance, with five (5) attendances per hour of medical work, according to ESSALUD data in the fourth quarter of 2022. This highlights the success of PPP in health.
Another success story is the project “Management of the National Institute of Child Health of San Borja”, which provides efficient and quality medical care to thousands of children throughout the country. The concession allows the maintenance of the building, facilities and electromechanical equipment; also, the maintenance of clinical and non-clinical equipment, and the operation and maintenance of general services such as laundry, food, security, among others.
“In a PPP, the private operator incorporates knowledge, experience, equipment, technology and risks and resources are distributed, in order to create, develop, improve, operate and maintain public infrastructure and provide quality services, incorporating in the contracts indicators of quality of service that are rigorously monitored and supervised,” said María Elena Fernández, project director in health at PROINVERSIÓN. As an example, she mentioned that in the case of the Barton and Kaelin Hospitals, "the waiting time for outpatient care should not exceed 10 days, the current average is 6 to 7 days, and access to surgical center services does not take longer than 10 days, which is not the case in other public hospitals; therefore, satisfaction levels are quite high," she added.
