MODERNIZATION OF THE HIPÓLITO UNANUE HOSPITAL TO BE DECLARED VIABLE IN THE FIRST QUARTER OF 2024
Lima, October 9, 2023.- The Private Investment Promotion Agency (PROINVERSIÓN) informed that the project to modernize the integral infrastructure of the Hipólito Unanue National Hospital, better known as Bravo Chico, will be declared viable in the first quarter of 2024.
PROINVERSIÓN is currently conducting the pre-investment study for the project, which is approximately 60% complete. The pre-investment study must be concluded in the First Quarter of 2024 to be declared viable and enter its evaluation as a PPP, and will then be incorporated into the private investment promotion process in the Third Quarter of 2024.
The modernization project of the Hipólito Unanue Hospital is a state initiative that PROINVERSIÓN has been developing on behalf of the Ministry of Health (MINSA). It will be executed through a Public-Private Partnership (PPP) in which the future concessionaire will be responsible for the design, construction, financing, maintenance and operation of the general services of the new hospital to replace the current one, which is in operation with significant limitations due to its age.
As this is a gray coat management model, the private operator will be responsible for infrastructure maintenance, equipment maintenance (medical, biomedical, furniture, etc.), and management of general services such as laundry, linen, food, security, surveillance, among others.
The new hospital will have modern facilities and state-of-the-art technology for outpatient medical and surgical specialties and subspecialties, hospitalization, emergencies, intensive care and other highly complex services, including radiotherapy and nuclear medicine.
REFERENCE CENTER
The Hipolito Unanue National Hospital is a reference center and unique in the eastern area of Lima. It serves a population of over 2 million people, mainly from the districts of El Agustino, Ate Vitarte, Santa Anita, La Molina, Cercado de Lima, Lurigancho, Cieneguilla, Pachacamac and San Juan de Lurigancho.
"The modernization of this Level III-1 hospital center will have a great positive impact on the population of East of Lima because the current one is more than 50 years old and therefore urgently requires a replacement of the hospital infrastructure and improvement of general services," said María Elena Fernández, project director in health at PROINVERSIÓN.
There is currently a large infrastructure and public services gap in the health sector. Given this reality, PPPs are making an efficient and effective contribution to the general and diagnostic support services that support the healthcare work of the health sector.
Within the framework of a contract of this type, PPP projects in healthcare - in which the private party assumes most of the risks and also incorporates technology and knowledge - are sustainable over time; in this case, the modern Hipólito Unanue National Hospital will operate under the best conditions during the 18-year concession period.
It is worth mentioning that the project is framed and aligned with MINSA's policies, strategic and operational plans, as indicated in the Multiannual PPP Investment Report and Legislative Decree 1362 and its Regulations.
