LIMA PROVINCES REGION HAS S / 370 MILLION TO EXECUTE INVESTMENTS VIA WORKS FOR TAXES
Lima - May 19, 2023.- The Private Investment Promotion Agency (PROINVERSIÓN) informs that Lima Provinces Region -which includes the Regional Government of Lima Provinces, the provincial municipalities (excluding Metropolitan Lima) and the district municipalities - have S / 370 million to execute investments via Works for Taxes mechanism.
The amount was announced by the executive director of PROINVERSIÓN, José Salardi, during the technical visit made to the cities of Huacho and Chancay (Lima) to promote public-private investment mechanisms.
Of the total amount available (S/ 370 million), the Regional Government of Lima Provinces has S/ 85.4 million, local governments have S/ 261.9 million and public universities have S/ 23.6 million.
Since the creation of the Works for Taxes mechanism (2008), 26 initiatives have been executed in the Lima Provinces Region through Works for Taxes, with a total investment of S / 168 million, of which 12 projects have already been concluded, received and liquidated, and the others (14) are under development.
To encourage the use of this mechanism and other investment modalities such as Public-Private Partnerships (PPPs) and Projects in Assets, the head of PROINVERSIÓN held a working meeting with the regional governor of Lima Provinces, Rosa Vásquez, with whom he discussed investment opportunities in the region and the support and technical advice provided by PROINVERSIÓN to execute projects of great impact for the benefit of the population. The governor showed her interest in the support and requested technical assistance and training for her officials, so that a portfolio of projects that promotes the development of her jurisdiction can be efficiently carried out.
Hours later, the technical team and the regional governor visited the company providing sanitation services (EPS) Aguas Lima Norte (Huacho) to learn about its experience in providing the sanitation service of drinking water and sanitary sewerage and provide technical support to activate new projects for the benefit of the province of Huaura (Lima).
The aforementioned state EPS announced its interest in promoting, via PPP and through the Ministry of Housing, Construction and Sanitation (MVCS), a seawater desalination plant project to provide drinking water to more citizens of Huacho. The desalination plant could be located in Caleta de Carquin in a space of 6 hectares. “PROINVERSIÓN has experience in structuring and promoting desalination projects. We will be waiting for future orders that the MVCS gives us to contribute to the closing of gaps in the sanitation sector,” said the executive director of the entity, José Salardi, after recalling that the seawater desalination project in Lima Sur, in charge of PROVISUR, was structured and promoted by PROINVERSIÓN.
Another sanitation project that could be developed in the province of Huaura, is a wastewater treatment plant (WWTP) with the aim of improving the health of the population and the environment. “Currently, the Ministry of Housing already has a delegation to develop a wastewater treatment project, which could soon be passed to PROINVERSIÓN for formulation through PPP,” said José Salardi.
Likewise, the technical team also composed of Emerson Castro, director of the Project Portfolio Division of PROINVERSIÓN, and Luis del Carpio, director of the Special Projects Division, visited two projects developed through the Works for Taxes mechanism. These are the projects (i) "Improvement and expansion of sports services at the municipal sports center on Avenida 1° de Mayo in the district of Chancay, province of Huaral (Lima), executed by the Regional Government of Lima Provinces with an investment of S / 9.4 million and financed by Volcan Compañía Minera; and ii) the improvement and expansion of marketing services for the municipal food market in the district of Chancay, province of Huaral (Lima), executed by the District Municipality of Chancay with an investment of S/ 22 million and financed by Volcan. Both projects will benefit more than 84 thousand inhabitants of the province of Huaral.
