COAR CENTRO WILL PROVIDE EDUCATIONAL INFRASTRUCTURE TO 900 STUDENTS IN PASCO, HUANCAVELICA AND CUSCO

Lima, April 28, 2021.- The new High Performance Schools (COAR) in Pasco, Huancavelica and Cusco will allow 900 students in the last three years of secondary level education, with outstanding abilities, to develop their academic and personal potential and become leaders who contribute to local, regional and national development.

In order to promote the participation of private developers, the Ministry of Education (Minedu) and PROINVERSIÓN presented the technical, financial and legal aspects of the project "Contribution of infrastructure and complementary services to educational management for new high performance schools in the regions of Pasco, Huancavelica and Cusco" (COAR Centro)" which was declared of interest by the State last April 10, 2021.

The Vice Minister of Institutional Management of the Ministry of Education, Sandro Parodi, and the Executive Director of PROINVERSIÓN, Rafael Ugaz, participated in the webinar to present the project.

This important project is in line with the Peruvian State's strategy of providing quality basic education, which contributes to competitiveness and sustained and human economic development, with the participation of the private sector in the development of infrastructure, its maintenance and the operation of complementary food, cleaning, laundry and security services.
"The infrastructure gap in the education sector is S/ 98,000 million, this generates an urgency not only to accelerate indirect investments (public works) but also to use a series of alternative instruments such as Public-Private Partnerships to increase investment in educational infrastructure and improve the quality of complementary services", commented the Vice-Minister of Institutional Management of the Ministry of Education, Sandro Parodi.

He added that the use of the mechanism allows Minedu, principals and teachers of educational institutions to focus on educational and pedagogical management to improve educational indicators.

The project aims to provide students with outstanding abilities, of regular basic education in the regions of Pasco, Huancavelica and Cusco, with educational infrastructure and complementary services with high quality standards. This will allow strengthening the educational management in charge of the State, among them, strengthening the personal, academic, artistic and sports skills of these students.

COAR Centro will be developed with the participation of the private sector, with an estimated investment of S/ 227.72 million. Such project includes the construction of the educational infrastructure, as well as its maintenance for a 20-year term, in order to ensure high quality standards in the long term. It also includes the provision of complementary services such as food, cleaning, laundry, security and the availability of basic services that will facilitate educational development.

It should be noted that the project guarantees that educational and administrative management, as well as pedagogical services will continue to be the responsibility of the Peruvian State.

"PROINVERSIÓN maintains its commitment to the development of social infrastructure through the mechanisms for promoting private investment, in order to contribute to closing infrastructure gaps and providing quality services to the population," said PROINVERSIÓN's executive director, Rafael Ugaz.
The holder of the three COARs is the Ministry of Education (MINEDU) in accordance with the competencies delegated by the regional governments of Pasco, Huancavelica and Cusco.

The COARs will be located in the district of Chontabamba, province of Oxapampa, in the department of Pasco; in Callqui Grande, district of Ascensión, in the province and department of Huancavelica; and in Chinicara Alta, district of Oropesa, in the province of Quispicanchi, in the department of Cusco.

Date for Expression of Interest

Interested third parties have until July 9, 2021 to submit their expressions of interest in the execution of the project.

If one or more third parties interested in the execution of the project are present within the indicated deadline, PROINVERSIÓN will proceed with the corresponding selection process. If no interested party comes forward, PROINVERSIÓN will directly award the project to the Bidder: Concesionaria de Proyectos de Infraestructura Sucursal del Peru.
