ACCIONA CONCESIONES WAS AWARDED THE TWO ELECTRICITY PROJECTS PROMOTED BY PROINVERSIÓN
Lima - January 31, 2023.- PROINVERSIÓN awarded the company ACCIONA CONCESIONES S.L. the projects “220 kV Ica – Poroma Link, extensions and associated substations” and “220 kV Cáclic – Jaén Norte Link ITC, extensions and associated substations” that will allow meeting the continuous increase in the demand for electricity in the departments of Ica, Amazonas and Cajamarca with efficiency and quality.
ACCIONA CONCESIONES S.L. won the Successful Bid by offering a total investment cost for the two projects of US$ 73’142,175.29 and a total annual operation and maintenance cost of US$ 3’986,073. The investment cost offered is 45% lower than the values considered in the bidding process (US$ 132 million), which represents a significant saving for users.
This is PROINVERSION's first award this year, one month into the tenure of the current executive director, José Salardi.
Both electricity projects, tendered by the Ministry of Energy and Mines (MINEM), will benefit 370,000 people in the three regions with quality electricity service to develop new enterprises and strengthen productive, commercial and tourism activities. In addition, they will contribute to improving living conditions and reducing poverty, because the availability of energy will facilitate access to education and health services in remote areas.
"The successful bidding of the electricity projects is a sign of investors’ confidence in the PPP projects developed by PROINVERSIÓN and in the multi-sectoral technical work carried out together with the MEF, Minem and the regulator," said PROINVERSIÓN's executive director, José Salardi. He emphasized that these projects will improve development opportunities and the quality of life of tens of thousands of families in the country’s regions. In addition, he welcomed ACCIONA for consolidating its presence in Peru through PPP investments.
Guillermo López-Cediel, legal representative of ACCIONA CONCESIONES S.L. indicated that this award is significant because it aims to expand and consolidate its investments in Peru. He recalled that last year his company was awarded the electricity projects Reque - Nueva Carhuaquero and Nueva Tumbes Substation. “Despite the situation in Peru, we continue and will continue to invest,” he added.
The two projects have been structured under the PPP mechanism, so the concessionaire will be responsible for the design, financing, construction, operation and maintenance of both projects. The executive director of PROINVERSIÓN highlighted the role of PPPs in electricity projects as they guarantee the sustainability of projects and ensure their operation and maintenance. He estimated that this year the entity will award a package of electricity projects for almost US$ 1,000 million.
PROJECTS
The “220 kV Ica – Poroma Link, extensions and associated substations” project will increase the transmission capacity between Ica and Poroma and inject energy from the Punta Lomitas and Dunas generation plants and those that may be incorporated in the future from renewable energy sources into the National Electric Interconnection System (SEIN), thus strengthening the transmission system of the local area of influence.
The “220 kV Cáclic – Jaén Norte Link ITC (2 circuits), extensions and associated substations” project will allow to improve the supply of electric power to the Bagua-Jaén Power Grid, with criteria of technical-economic efficiency.
The term of each concession will be 30 years from Commercial Start-up (POC) scheduled for March 2027 and August 2027, respectively.
