PROINVERSIÓN EXPECTS TO AWARD ELECTRICITY PROJECTS FOR AN ESTIMATED $900 MILLION DURING 2024
Lima, October 30, 2023.- After successfully completing the concession of the 10 electricity projects of the 2021-2030 Transmission Plan, commissioned by the Ministry of Energy and Mines, with an estimated total investment of US $1.379 million, Private Investment Promotion Agency (PROINVERSIÓN) is now ready to program four new electric transmission groups corresponding to the 2023 - 2032 Transmission Plan, for an estimated amount of US $900 million. Of these four new groups of electrical transmission projects, which are part of the 2024 portfolio, two groups were already convened in August and last September.
In this context, the 2023-2032 Transmission Plan approved by the MINEM contemplates the concession of Group 1 consisting of three new electricity projects that will strengthen the safety of the 500 kV transmission and improve the reliability of the electricity supply in the regions of Ica and Arequipa, with an estimated investment of US $307 million.
For its part, Group 2, which is also part of the 2023 - 2032 Transmission Plan, includes projects that will benefit the regions of Lima, Ica and Ayacucho with a projected investment of US $290 million. One of the most outstanding projects of this group is the Chilca CTM-Carabayllo 500 kV Link, which will increase the electricity supply for Lima, a large electricity consumption center that continues to grow; the other project is the New Bicentennial Substation, a project that will strengthen the transmission in the district of Independencia, giving it reliability and greater capacity.
In this same 2023 - 2032 Transmission Plan, the concession of Group 3 is also contemplated, which will benefit the regions of Apurímac, Arequipa, Lima and Puno with an investment of approximately US $175 million, strengthening the National Interconnected Electricity System (SEIN) by transporting energy from production centers to consumer centers (companies and families) at a lower cost and with an uninterrupted electrical service.
Finally, as part of the 2023-2032 Transmission Plan, Group 4 will be awarded for the direct benefit of industry and families in the regions of Áncash, Huánuco, Junín, La Libertad and Ucayali, with an investment amount of approximately US $98 million. This concession will increase the reliability and capacity of the electricity system at the national level -minimizing losses- and bring low-cost electricity to areas with the least availability of cheap energy.
2024: KEY YEAR FOR PPP CONCESSIONS
The portfolio of projects for 2024 will be significant due to its large social component and investment goal, bringing together 40 projects under the PPP modality in the transport, electricity, sanitation, health, education and tourism sectors for an estimated investment of US $8 million. This figure, if realized, could be one of the highest in terms of awards in the history of PROINVERSIÓN.
“Our first goal for 2024 is to award six PPP projects of great impact for the country during the first quarter, representing 60% of the 2024 portfolio, totaling an investment amount of US $4.89 million. In order to then award 34 more projects during the second and fourth quarters of next year, for an investment of more than US $3.1 million,” said Salardi.
RECENTLY AWARDED ELECTRICITY PROJECTS
Last Friday, October 27, the last two electricity projects in the 2023 portfolio were awarded for a reference amount of almost US $800 million. With these last two awards, there are 14 projects awarded by PROINVERSIÓN this year, with an amount of around US $2.3 million, a figure that is more than twenty times the amount achieved in 2022 and almost quadruples the amount achieved during the last 4 years, from 2019 to 2022.
The above-mentioned electricity projects “500 kV Huánuco — Tocache — Celendín — Trujillo link, expansions and associated substations” and “500 kV Celendín — Piura link, expansions and associated substations” constitute the largest investment that PROINVERSIÓN has put out to tender in electrical transmission projects during its history.
These two new transmission lines will allow users to have a reliable and safe electricity supply, in addition to boosting new investments by industries in sectors such as fishing and mining in the center and north of the country. More than 2.9 million people in the regions of Piura, Lambayeque, La Libertad, Amazonas, Cajamarca, San Martín and Huánuco will benefit from its implementation.
