PROINVERSIÓN EXPECTS TO AWARD EIGHT PPP PROJECTS FOR UP TO US$ 5,700 MILLION. IN THE NEXT SIX MONTHS
Lima, October 3, 2023.- The Private Investment Promotion Agency (PROINVERSIÓN) reports that, at the end of the Third Quarter of 2023, it has managed to recover the pace of Public-Private Partnership (PPP) and Projects in Assets awards, after four years of stagnation. Thus, by the end of September 2023, the agency had awarded 12 public-private projects for US$ 1,262 million, double the total amount recorded in the previous four years (US$ 656 million).
"This is the result of a multisectoral effort and a clear sense of urgency of PROINVERSIÓN, the Ministry of Economy and Finance, the sectors that own the projects and the regulatory bodies to carry out the projects with diligence and speed, for the benefit of the population", commented the executive director of PROINVERSIÓN, José Salardi, during the event Investment Opportunities in Peru, organized by the entity. He pointed out that there is renewed confidence in the PPPs and the processes developed by PROINVERSIÓN in the private sector and the participants of the system.
The projects awarded so far this year are eight (8) electricity projects, for US$ 299 million; two (2) radio spectrum band projects, for US$ 640 million; and two (2) EsSalud hospital projects: Piura and Chimbote, for US$ 323 million.
PROINVERSIÓN's projections for the next six months (October 2023 – March 2024) are even more auspicious: it plans to award eight (8) PPP and Projects in Assets for up to US$ 5,700 million. These are the following projects: Two (2) electricity transmission line projects (US$ 833 million), Huancayo-Huancavelica Railway (US$ 340 million), Puerto Maldonado WWTP (US$ 89 million), Ancon Industrial Park (US$ 762 million) and Longitudinal de la Sierra Road Section 4 (US$ 914 million); likewise, the unsolicited proposals, Peripheral Ring Road (US$ 2,380 million) and San Juan de Marcona Port Terminal (US$ 405 million) may be awarded if no interested third parties come forward.
"These are projects of great economic and social impact that will contribute to improving our productivity, competitiveness and the quality of life of millions of Peruvians," said the head of PROINVERSIÓN, José Salardi.
PORTFOLIO 2023 – 2024
Regarding the 2023 – 2024 period, PROINVERSIÓN is promoting 42 projects for more than US$ 8,500 million. Including the 12 projects awarded this year, the total amount of investment in awards in these two years could amount to 54 projects for approximately US$ 10,000 million.
To ensure competition in the awarding processes of the projects in the portfolio, PROINVERSIÓN has been deploying an investment attraction strategy through roadshows, bilateral meetings and participation in international events to position the portfolio and specific projects. This year (to date) the agency has developed Investment Roadshows in Latin America (Mexico, Chile and Colombia); in Europe (Spain, United Kingdom and Italy); and in November it will develop in Asia (China, South Korea and Japan).
In addition, PROINVERSIÓN announced that it is working with ministries, entities and local governments to generate a diversified portfolio, with a social emphasis and in line with the need to close the gaps. As a result, for the 2025 -2026 period, they have 14 additional projects for more than US$ 6,500 million, including irrigation, health, schools, wastewater treatment plants and desalination plants.
The event was also attended by the Minister of Economy and Finance and President of the Board of Directors of PROINVERSIÓN, Alex Contreras; the Country Economist of the Inter-American Development Bank (IDB), Javier Beverinotti; and the Senior PPP Specialist of the IDB, Carolina Lembo.
The Minister of Economy, Alex Contreras, highlighted the reactivation of the awards through the PPP modality because it reflects the new spirit of PROINVERSIÓN of being an entity that promotes private investment with the future of the country in mind. He also welcomed the efforts being made to attract investors from the region and Europe to the investment opportunities offered by the country. "As Chairman of the Board of PROINVERSIÓN, we will continue to promote private investment; in the case of PPPs, each US$ 1,000 million of investment generates 70 thousand jobs; it is reactivating, dynamizing the economy and helping to close the gaps," he added.
At another moment, the head of the MEF highlighted the upcoming declaration of interest in projects such as the Peripheral Ring Road. "The Peripheral Ring Road project is a key project for public-private investment, it is a project that has been over-studied in recent years, and in view of the recovery of private investment that we want in 2024, it is a project that must be awarded," he said.
PERU HOST COUNTRY FOR PPP AMERICAS 2025
At the event, the Inter-American Development Bank (IDB) announced that Peru has been chosen to host the PPP Americas 2025 forum, the most important Public-Private Partnership (PPP) event in Latin America and the Caribbean. This choice of Peru as the host for the forum is an endorsement to the MEF and PROINVERSIÓN for their efforts in promoting and attracting investments, as it comes in a context of recovery of the confidence of economic agents in the PPP system and the rebound in the number of awards so far in 2023.
"Peru has one of the most active PPP environments in the region and supports an Infrastructure Plan that emphasizes the promotion of a diversity of financing mechanisms and the expansion of government financial support for projects," commented Javier Beverinotti, IDB Country Economist. He added that according to the Infrascope -an index prepared by The Economist Intelligence Unit and the IDB- Peru stands out in the development of projects with solid capacities. "Its prioritization strategy and selection methodology are leading in the region. It is also among the best in project preparation service and efficiency," he said.
This regional forum, organized by the IDB every two years, will bring together hundreds of public and private sector representatives from different countries in the Americas, Europe and Asia to explore the latest trends in PPPs in the region and analyze solutions to close the infrastructure gap through sustainable, resilient and socially impactful projects.
