525 PROJECTS HAVE BEEN EXECUTED THROUGH WORK FOR TAXES, FOR MORE THAN S/ 7.4 MILLION
Lima, November 15, 2023.- Private Investment Promotion Agency (PROINVERSIÓN) reported that projects carried out through the Works for Taxes mechanism have achieved a better level of effectiveness in the execution period. In the same way, with respect to the implementation period established in terms of viability and in the technical file, there have been fewer variations, compared to similar projects executed through the traditional public procurement modality.
According to the results of a study carried out by PROINVERSIÓN, 73.6% of Works for Taxes (OXi) projects were executed on time or in a shorter time than foreseen in the file, only 6.6% were executed in a period exceeding 1.5 times the estimated deadline; while, in the case of similar projects executed under the traditional public procurement modality, they were 62.8% and 14.3% for high and low-efficiency levels, respectively.
In addition, according to the study, projects executed under the OXi mechanism are more efficient in the total cost of execution compared to the estimated cost in terms of viability and in the technical file, that is, they have lower variations in cost compared to traditional contracting projects. According to the results recorded, 43.7% of OXi projects have achieved a high level of efficiency, that is, the execution costs are lower than or equal to the cost estimated in the technical file; in the case of traditional public procurement projects, only 32% of the projects have high efficiency.
“Projects executed through Works for Taxes also show a lower deviation in estimated investment cost (in viability and technical file) compared to traditional public procurement projects carried out. Likewise, the estimated deadlines for the execution of Oxi projects (in terms of viability and technical file) have changed less than those of their traditional public procurement counterparts. All these results denote the efficiency of the Works for Taxes mechanism compared to traditional public works,” emphasizes the director of Decentralized Investments at PROINVERSIÓN, Denisse Miralles.
Denisse Miralles will participate as an exhibitor at CADE Executives 2023, which is organized in the city of Urubamba (Cusco), with a presentation on the relevance of the Works for Taxes mechanism. He will share the space with the Minister of Transport and Communications, Raúl Pérez Reyes; and the mayor of the Provincial Municipality of Cusco, Luis Pantoja.
“Since the creation of the Works for Taxes mechanism in 2009, public entities (ministries, regional governments, local governments and public universities) have executed and/or awarded 525 projects through the Works for Taxes mechanism, for more than S/ 7.4 million. This is thanks to the participation of 19 regional governments, 204 municipalities, eight (8) entities of the National Government, two (2) public universities and 152 private companies”, highlights Denisse Miralles.
It adds that regional governments, local governments and public universities have S/ 25.613 million maximum annual capacity limits for the issuance of Regional and Local Public Investment Certificates - Public Treasury (CIPRL), established by the MEF. Of this total, regional governments have S/ 7.094 million, local governments with S/ 16.745 million and public universities with S/ 1.775 million.
“The prospects for the award and execution of projects through the OXi mechanism are favorable because of the attractive portfolio available to public entities and the improvements to the regulatory framework: for example, in April 2023, the scope of the IOARR was approved for execution through implementing units, and we expect that in 2024 many companies will join in financing Works for Taxes projects to reduce the incidence of anemia in Peruvian children”, highlights the director of Decentralized Investments at PROINVERSIÓN Denisse Miralles. It is worth mentioning that Optimization, Marginal Expansion, Rehabilitation and Replacement Investments (IOARR) are specific interventions on one or more strategic assets to provide continuity, improvement or optimization of operating production units.
