State Signs Concession Contract for Chincha WWTP that will benefit 345,000 people in Ica
Lima, July 16, 2025.- The Peruvian State today signed the concession contract for the Wastewater Treatment Project for final disposal or reuse in the city of Chincha (Chincha WWTP), which will improve health, the environment, and the quality of life for 345,000 people across seven districts in the Ica region.
The signing ceremony was held at the Government Palace and was attended by the President of the Republic, Dina Boluarte; the Minister of Economy and Finance, Raúl Pérez Reyes; the Minister of Housing, Construction and Sanitation, Durich Whittembury; and the executive director of ProInversión, Luis Del Carpio.
The project was promoted by the Ministry of Economy and Finance (MEF), the Ministry of Housing, Construction and Sanitation (MVCS), and PROINVERSIÓN, and was awarded on January 7, 2025, to the company Aqualia PTAR Chincha S.A.C. The initiative will require an estimated investment of US$ 250 million for the design, construction, operation, and maintenance of the treatment plant.
“The Chincha WWTP is a clear example of the Government’s commitment to private investment aimed at closing social gaps. This project demonstrates that public-private partnerships can drive essential infrastructure, create jobs, and boost the economy,” emphasized Minister Raúl Pérez Reyes.
With the signing of the contract, the execution phase begins, which will help reduce diseases linked to poor wastewater management, preserve ecosystems, and create conditions for its efficient reuse in agriculture.
The concessionaire will be responsible for the design, financing, construction, and operation of 21 km of collection networks, one pumping station, two new treatment plants with a total capacity of 0.6 m³/second, and 7.7 km of final discharge lines for treated water.
The WWTP will directly benefit the districts of Chincha Alta, Chincha Baja, Grocio Prado, Pueblo Nuevo, Alto Larán, Sunampe, and Tambo de Mora. The State will co-finance the entire investment, as well as part of the operation and maintenance costs, ensuring financial sustainability. SUNASS will establish a fair tariff that ensures the proper functioning of the plant without affecting household finances.
This project is part of a strategic portfolio of 13 water and sanitation projects totaling over US$ 2.1 billion, which will be awarded between 2025 and 2026 and will benefit seven million people across 13 regions. This year alone, eight projects are expected to be awarded, totaling over US$ 1.5 billion. These include the Headworks and Potable Water Conveyance Project for Lima, which will supply more than 1.2 million people, as well as the WWTPs of Puerto Maldonado, Cajamarca, San Martín, Trujillo, and Cusco, and the Ilo Desalination Plant.
In wastewater treatment, Public-Private Partnerships (PPPs) have proven their effectiveness: in Metropolitan Lima, the percentage of treated wastewater increased from 21% in 2012 to over 90% today, improving the health and environment of nine million people. The Government’s goal is to replicate this successful model across the country, prioritizing health, public services, and the quality of life of all Peruvians.
