Four electricity projects are being tendered for the benefit of 1.6 million Peruvians
Lima, July 8, 2025.- The Private Investment Promotion Agency (PROINVERSIÓN) announced the upcoming call for a Comprehensive Project Tender to award concessions for four (4) electricity projects included in the 2025–2034 Transmission Plan. These projects represent a total investment of US$ 232 million and will benefit approximately 1.6 million people across the country.
The four projects are grouped under what is known as Group 1, which includes, first, the project titled “500 kV Miguel Grau – Pariñas Transmission Line and 500/220 kV Pariñas Substation, Extensions, and Associated Substations,” located in the Piura region. This project, which requires an estimated investment of US$ 81 million and will benefit more than 1.3 million residents and will enhance the reliability of the electricity supply in the Talara/Pariñas and Tumbes areas. It will also help increase the evacuation capacity of wind power generation (a renewable energy resource) in the Pariñas area.
Also included in Group 1 is the project “220 kV Felam – Tierras Nuevas – Salitral Transmission Link, Extensions, and Associated Substations” (a Concession Transmission Installation Project – ITC), located in the Lambayeque region. With an investment of US$ 70 million, it will benefit approximately 120,000 people in the mentioned area. Additionally, it will improve the reliability of 220 kV and 60 kV transmission in the Tierras Nuevas – Pampa Pañalá and Motupe – Olmos areas (in a redundancy condition).
The third project is “220/60 kV New Palián Substation and 220 kV and 60 kV Associated links” (an ITC Project), located in the Junín region. With an investment of US$ 73 million, it is expected to benefit 130,000 people and improve the reliability of the 220 kV transmission system in the Huancayo area (in a redundancy condition) through a new injection point.
The fourth project is “220 kV Muyurina – Mollepata Link, Extensions, and Associated Substations” (an ITC Project), located in the Ayacucho region. The estimated investment amounts to US$ 8 million, aiming to benefit approximately 30,000 people. The project seeks to improve the reliability of the 220 kV transmission system in the Ayacucho area (in a redundancy condition).
These projects, promoted by PROINVERSIÓN under the Public-Private Partnership (PPP) model and commissioned by the Ministry of Energy and Mines (Minem), are part of the 2025–2034 Transmission Plan.
The concessions will be granted for the construction period plus 30 years of operation and maintenance, under the Self-financed State Initiative modality. The successful bidder for the four projects will be the one that submits the most economically advantageous proposal—the lowest total service cost—in accordance with the terms and conditions set out in the bidding terms.
The implementation of these four (4) projects will strengthen the provision of electricity in the regions of Piura, Lambayeque, Junín, and Ayacucho, by providing greater transmission capacity and a higher quality of service. This will help drive the economic development of the aforementioned regions.
