PROINVERSIÓN: Moquegua has a potential of S/ 1574 million to execute Works for Taxes
Lima, August 14, 2025.- The Private Investment Promotion Agency (PROINVERSIÓN) reports that the Moquegua region has a potential of S/ 1.574 billion to finance public investment projects through the Works for Taxes (OxI) mechanism, according to the annual maximum limits established by the Ministry of Economy and Finance for issuing Regional and Local Public Investment Certificates – National Treasury (CIPRL).
The distribution of this potential is as follows: Regional Government of Moquegua (S/ 247 million), provincial and district municipalities (S/ 1 218 million) and public universities (S/ 109 million). These resources come from various sources such as fees, surcharges, royalties, customs revenues, participations, ordinary resources, Regional Compensation Fund (FONCOR), among others.
Ceida Rosell, deputy director of Decentralized Investments at PROINVERSIÓN, urged regional and local authorities to take advantage of this mechanism, which is more efficient in terms of time and costs than traditional public works. She recalled that Works for Taxes allows for the agile execution of infrastructure projects such as roads, schools, hospitals, drinking water, sanitation and security, benefiting the vulnerable population, improving services and raising the quality of life.
The official emphasized that this mechanism generates direct and indirect employment, especially in rural areas; optimizes productivity by reducing transportation costs; and strengthens transparency, since the Office of the Comptroller General oversees each stage, reducing corruption risks and ensuring the quality of the projects.
In Moquegua, the project “Improvement and Expansion of the Educational Service at Educational Institution No. 43130 Santa Rosa de Lima” (El Algarrobal, Ilo), for S/ 22.4 million, under the responsibility of the District Municipality of El Algarrobal, is expected to be awarded soon. Likewise, two projects for S/ 28 million are being promoted, promoted by the Provincial Municipality of Ilo and the Ministry of Justice and Human Rights.
Historical progress
Since the implementation of the mechanism in 2009, in the Moquegua region, 14 investments have been awarded through Works for Taxes for a total of S/ 456 million, of which the Regional Government of Moquegua awarded two projects for S/ 143 million and the Ministry of Education another two projects for S/ 138 million.
Investments are concentrated in Education (S/ 227 million), Sanitation (S/ 114 million), Planning and Management (S/ 66 million), Transport (S/ 28 million), while other sectors together total 21 million.
Among the most emblematic projects are: Installation and improvement of drinking water, sewerage and storage systems Stage II (Mariscal Nieto Provincial Municipality), for S/ 101 million; and Improvement of the specialized educational service of the secondary level of the High-Performance School of Moquegua (Ministry of Education), for S/ 100 million. Both were funded by Southern Peru Copper Corporation.
PROINVERSIÓN reaffirms its commitment to decentralization and offers free technical assistance to public entities to develop Works for Taxes projects for the benefit of the population.
