PROINVERSIÓN will promote Petroperú's assets to the private sector
Lima, July 19, 2025.- The Private Investment Promotion Agency (PROINVERSIÓN) and Petroperú S.A. signed a commission agreement to carry out the assessment, design, and implementation of the promotion processes for the sale, disposal, and/or other forms of management of the state-owned oil company’s asset portfolio, within the framework of Emergency Decree No. 013-2024.
The aforementioned Emergency Decree, published on September 13, 2024, entrusted PROINVERSIÓN with the processes for the sale, disposal, and/or other forms of management of all real estate assets and properties owned by Petroperú, with the exception of National Critical Assets and those necessary for its operations and corporate purpose. These processes will be carried out through Public-Private Partnerships (PPPs) and Projects in Assets (PA).
In order to fulfill the agreement, PROINVERSIÓN will carry out various activities aimed at encouraging private sector participation in the management of the different assets through its projects.
Under the agreement, PROINVERSIÓN is authorized to definitively or temporarily exclude assets it deems appropriate, based on its evaluations and in accordance with the requirements established under the current regulatory framework for private investment promotion, at any stage of the processes it conducts.
Likewise, the parties agree that Petroperú may submit an additional list of assets—subject to prior approval by its Board of Directors—which will be incorporated for the fulfillment of the purpose of the Agreement, without the need to sign an addendum.
The signing of the agreement took place at Petroperú’s offices, with the participation of PROINVERSIÓN’s Executive Director, Luis Del Carpio; the Chairman of Petroperú’s Board of Directors, Alejandro Narváez; Petroperú’s General Manager, Óscar Vera Gargurevich; and Gustavo Villegas, Advisor to the Executive Directorate of PROINVERSIÓN.
At the start of the signing ceremony, the Chairman of Petroperú’s Board of Directors, Alejandro Narváez, stated that this is a very important milestone, as it fulfills the Emergency Decree which mandates the disposal of unproductive assets or those that generate costs for the company.
“We are working toward optimizing resources, increasing profits, and reducing expenses. We also want to work hand in hand with the public institution—in this case, PROINVERSIÓN—to support us in the process of disposing of these public assets. We hope to carry out the process successfully and in the best possible way, fully meeting the objective,” said Alejandro Narváez.
In turn, the head of PROINVERSIÓN, Luis Del Carpio, stated that the agency is honored and, at the same time, committed to the assignment. “We are all eager to contribute to the development of Petroperú. We aim to carry out this assignment with full coordination, honesty, and transparency, knowing that these are assets belonging to a company that is important to the country. With the experience we have in promoting private investment, we hope to successfully fulfill this agreement.
