MEF: Cusco Via de Evitamiento Highway will improve regional competitiveness and benefit more than 88
Cusco, August 21, 2025.- The Ministry of Economy and Finance (MEF), through PROINVERSIÓN, presented in the city of Cusco the promotion phase of private investment in the Cusco Via de Evitamiento Highway, a strategic project that will transform road connectivity and the region’s economic development. With an approximate investment of USD 866 million (including VAT), this megaproject will benefit more than 880 thousand citizens of Cusco.
The highway will have an extension of 14.1 km and components of high technical complexity: a twin tunnel of 4.1 km, aerial viaducts totaling 7.6 km, four bridges, a road of 1.9 km and two strategic road interchanges. This infrastructure will decongest the city, reduce travel times and facilitate territorial integration in the economic corridor of southern Peru.
The Minister of Economy and Finance, Raúl Pérez Reyes, stressed that the project is "one of the most important works in terms of urban infrastructure in the country, essential to solve the congestion problem facing the city of Cusco."
"Cusco not only has more than 600 thousand permanent inhabitants, but also a large floating population due to tourism, which increases the pressure on its transit. That is why this work is key: it is not only about cement and iron, but also about having an infrastructure that will be well maintained and operated for the next 20 years, ensuring that it always works for the benefit of citizens, "added the head of the MEF.
Pérez Reyes also explained that this project "reflects the commitment of the government of President Dina Boluarte to Cusco, a city that is now recognized as the main tourist destination in Latin America, and that must have the appropriate infrastructure to continue generating employment, wealth and regional development."
He also emphasized that the policy of incorporating anti-corruption clauses in Public-Private Partnership (PPP) contracts ensures that projects are executed under the highest standards of integrity and transparency, strengthening the trust of both investors and citizens.
For his part, the executive director of ProInversión, Luis Del Carpio, reported that Via de Evitamiento Highway Cusco is joining the process of promoting private investment for its structuring and subsequent call for international public tender. The award is scheduled for the third quarter of 2026, and will be granted under the co-financed PPP modality, with a term of 35 years.
"The project is ready to be offered to investors thanks to the hard work of key entities such as the Provincial Municipality of Cusco, the MEF, the MTC, and PROINVERSIÓN. In the promotion stage, we will carry out a major effort to attract the best operators in the world and secure first-class infrastructure and services,” emphasized the head of the Agency. It was added that during the Project Formulation stage, archaeological studies and social assessments were conducted, which will continue in the structuring phase given their importance for the Imperial City.
Likewise, as part of the strategy, engineering studies are being deepened to reach a technical maturity of Class 3 (according to AACE International standards). The studies in progress or in the process of contracting are: comparative cartography through LiDAR technology, hydrology and hydraulics, as well as soil study, geology and geotechnics.
The ceremony was also attended by the Minister of Transport and Communications, César Sandoval; the provincial mayor of Cusco, Luis Pantoja, the project director of PROINVERSIÓN, Gian Carlos Silva, as well as investors and the beneficiary citizens.
With this launch, the MEF, through PROINVERSIÓN, consolidates its role as an articulator of private investment in strategic infrastructure, promoting a development model that combines regional competitiveness, business confidence and transparency in project management.
