Government awards concession for the Longitudinal of the Sierra Highway Section 4, which will benefi
Lima, July 25, 2025.- The Ministry of Economy and Finance (MEF), through the Private Investment Promotion Agency (PROINVERSIÓN), awarded—on behalf of the Ministry of Transport and Communications (MTC)—the concession for the Longitudinal de la Sierra Highway Section 4, a flagship 965-kilometer project that will directly benefit more than 1.6 million Peruvians in the regions of Junín, Huancavelica, Ica, Ayacucho, and Apurímac.
The successful bid was awarded to Concesionaria Vial del Centro, after submitting the best technical and financial proposal for the execution of this Public-Private Partnership (PPP), with a total estimated investment of US$ 1.582 billion.
The Minister of Economy and Finance, Raúl Pérez Reyes, highlighted that the awarding of the successful bid for the Longitudinal Sierra Highway Section 4, also known as the Road of the Regional Commonwealth of the Andes, marks a significant step toward road integration, decentralized development, and the tangible improvement of the quality of life for millions of Peruvians.
“This project is part of a broader strategy, as it forms part of a portfolio of 21 road projects that the Government, through PROINVERSIÓN, plans to award between 2025 and 2026, representing an investment of over US$ 7.3 billion,” he explained
The concession for the Longitudinal de la Sierra Highway Section 4 includes three types of interventions: the construction of the new San Clemente Bypass (5.2 km); the rehabilitation and improvement of the Huancayo–Izcuchaca and Izcuchaca–Mayocc subsections (179.3 km); and the initial periodic maintenance of 780.7 km along the Mayocc–Ayacucho–Andahuaylas–Puente Sahuinto and Ayacucho–Huaytará–Div. Pisco sections.
Meanwhile, the head of PROINVERSIÓN, Luis del Carpio, emphasized that this important achievement is the result of coordinated efforts with the MEF, the MTC, OSITRAN, the Congress of the Republic, the regional governors of the Regional Commonwealth of the Andes, the Office of the Comptroller General of the Republic, among other stakeholders.
“This is a project that will help improve the productivity and competitiveness of five regions; it is a project that will generate significant economic momentum and transform the lives of thousands of families,” emphasized the Executive Director of PROINVERSIÓN.
He added that the PPP will ensure the sustainability of the infrastructure and the quality of service.
This megaproject will reduce travel times and logistics costs, increase road safety, strengthen regional production chains, and promote trade, tourism, and local employment. Its execution will allow for the rehabilitation, construction, improvement, and maintenance of the road over a 25-year period.
As the next step, the successful bidder must establish the concessionaire company in order to sign the contract, which is expected to be finalized in the third quarter of this year. In turn, the State must issue the Supreme Resolution on Security and Guarantees, as well as deliver the concession assets that will enable the start of the project's execution.
The awarding of this work is part of a portfolio of 21 road infrastructure projects worth over US$ 7.3 billion that the MEF, through PROINVERSIÓN, plans to award between 2025 and 2026, consolidating the use of Public-Private Partnerships (PPPs) as an effective tool to close infrastructure gaps and modernize the country’s infrastructure.
The public event was also attended by the President of Congress, Eduardo Salhuana; the Minister of Transport and Communications, César Sandoval; the Regional Governor of Ayacucho, Wilfredo Oscorima; representatives of OSITRAN; and members of Congress from the beneficiary regions.
