MEASURES ARE DECREED TO PROMOTE THE EXECUTION OF 72 PROJECTS: SECTORS AND COMMITTED INVESTMENT

Lima - May 30, 2023.- The Executive Branch ordered special measures to promote the development of the projects prioritized in the National Sustainable Infrastructure Plan for Competitiveness 2022-2025.

The Executive Branch ordered special measures to promote the development of the projects prioritized in the National Sustainable Infrastructure Plan for Competitiveness 2022-2025 (PNISC).
The PNISC is a tool to boost economic growth, improve competitiveness, contribute to closing gaps and unlocking the infrastructure required by the country, with a long-term horizon.

The plan prioritizes a portfolio of 72 investment projects in the transport, communications, water and sanitation, electricity, hydrocarbons, environment, agriculture and irrigation, education, health and production sectors, which include investments of S/159,916 million.

According to the Executive Branch, this portfolio contains high-impact projects that will boost Peru's economic recovery in the coming years.

Among the special measures approved by Legislative Decree No. 1569 (published on Sunday, May 28 in the Extraordinary Edition of Legal Norms) the exemption from having authorization and building licenses prior to the start of the works is set, except in the case of pre-Hispanic Cultural Heritage assets.

On the other hand, it establishes the obligation of public entities to reconcile and, if not possible, prefer the execution of the projects prioritized in the PNISC over the other projects in their charge regarding the granting of authorizations or the use of the necessary areas, regardless of the phase in which they are.

Accelerate processes
In addition, it is determined that public entities have the obligation to give priority to the projects prioritized in the plan for obtaining licenses, permits and authorizations that are required for the start and continuation of works.

It also empowers the public entities that own the projects prioritized in the plan to finance and, alternatively, execute the activities and interventions necessary for the release and removal of interference.

This measure is also applicable to investment projects developed within the framework of the National System of Multiannual Programming and Investment Management. Likewise, the public entities that own the projects prioritized in the PNISC may incorporate binding and non-binding technical opinions in the accompaniment of the preparation of the baselines of the environmental impact studies of these projects.

Archaeological interventions
In terms of archaeological interventions, in order to provide greater speed to the issuance of certifications and authorizations for the execution of works, deadlines have been reduced and the application of positive administrative silence has been established for most procedures.

In addition, it is provided that public entities in the transport and communications sectors directly set the appraised value of real estate necessary for the execution of the projects under their responsibility.

In order to adequately monitor the execution of the projects prioritized in the PNISC, it is established that the public entities that own these projects report monthly to the Specialized Investment Monitoring Team (EESI) of the MEF, the main aspects related to their development and implementation.

It should be noted that, among the prioritized projects are the expansion of the Jorge Chávez International Airport, Line 2 of the Lima and Callao Metro, the Chinchero International Airport, Broadband 10 regions, the High Performance Schools (COAR), Integrated Gas Transportation System - South Zone, the Majes Siguas-II Stage project; headworks and conduction for the supply of water in Lima; the improvement and expansion of the public cleaning service in the provinces of Arequipa, Coronel Portillo and Tacna; among others.

These prioritized projects will represent a positive impact on GDP growth, and will reduce the infrastructure gap and improve the provision of public services, which will contribute to raising the quality of life of citizens.
