PROINVERSIÓN promotes a portfolio of 16 sanitation projects with an estimated investment of US$ 5.672 billion

Over the next 36 months, the Agency plans to award concessions for 16 sanitation projects worth US$ 5.672 billion, benefiting five million Peruvians in 10 regions of the country.

Lima, September 16, 2026.- The Private Investment Promotion Agency (PROINVERSIÓN), under the Ministry of Economy and Finance (MEF), plans to soon award two sanitation projects, worth US$ 362 million, through a Public-Private Partnership. To date, the Cajamarca WWTP has already been awarded for US$ 123 million, and in the fourth quarter, the declaration of interest for the San Martín WWTP, estimated at US$ 239 million, will be published.

According to PROINVERSIÓN’s Executive President, Luis Del Carpio, the result would mark the first phase of a portfolio of 16 sanitation projects with an estimated investment of US$ 5.672 billion that the Agency has planned for the next 36 months, for the benefit of five million Peruvians in 10 regions of the country.

Of that total, US$ 5.433 billion would correspond to additional awards between 2027 and 2029. For 2027–2028, 10 awards totaling US$ 4.950 billion are planned, while a further five concessions totaling US$ 483 million are scheduled for 2029, according to the timeline presented by PROINVERSIÓN during the 15th Annual Water Forum.

“We have a specific portfolio, with projects, amounts, and award dates. The goal is to turn this portfolio into infrastructure that is operational and delivers services to millions of Peruvians,” said PROINVERSIÓN Executive President Luis Del Carpio.

Among the initiatives scheduled for 2027–2028 are the Headworks Project, the Trujillo WWTP, Huancayo WWTP, Cañete WWTP, Cajamarca Water Treatment Plant (WTP), Ilo Desalination Plant, sanitation projects in Chanchamayo and Concepción, as well as initiatives in Tumbes and Iquitos.

By 2029, the portfolio includes projects in Talara, Lambayeque, Huaura, Barranca and San Ignacio. These include the Lambayeque WWTP, Talara sanitation services, the Lambayeque Desalination Plant and the San Ignacio sanitation project.

SUCCESSFUL EXPERIENCE

PROINVERSIÓN’s strategy is based on the successful experience gained in Lima, where sanitation projects under PPP schemes have made it possible to expand treatment capacity and ensure the operation of infrastructure over extended periods.

According to the Agency, four concessions—Taboada WWTP, La Chira WWTP, Chillón WTP, and PROVISUR—have mobilized more than US$ 500 million in public-private investment, with contracts providing for 25 years of operation and maintenance and services for approximately nine million residents.

“What we have demonstrated in Lima is that PPPs can deliver large-scale sanitation infrastructure and ensure its operation and maintenance for decades. Now we have the opportunity to bring that experience to other cities in the country,” Del Carpio emphasized. It was highlighted that the percentage of wastewater treated increased from 21% in 2012, before the PPP concessions awarded by PROINVERSIÓN, to 90% today.

Finally, the head of PROINVERSIÓN emphasized that, with political support, some of the awards initially scheduled for 2028 could be brought forward to 2027, which would help accelerate the implementation of the sanitation project portfolio under the Public-Private Partnership (PPP) modality.
