What Are PPP?

In Peru, Public-Private Partnerships (PPPs) are long-term agreements between the State, represented by a public entity, and private companies. Regulated by Article 20 of Legislative Decree No. 1362, these partnerships share risks and resources to build public infrastructure and deliver high-quality public services.

Under this model, investment ownership may be retained by the private partner, reverted to the State, or transferred to the State, depending on the project’s scope and contract terms. These partnerships can be structured as concessions, operation and maintenance (O&M) agreements, management contracts, or any other legally permitted arrangement.

PPP classification

State Initiative (SI)

Iniciativa Estatal (IE)

Pursuant to Article 6 of Legislative Decree No. 1362, these Public-Private Partnerships are developed at the initiative of authorized public entities, including ministries, regional governments, and local governments.

Private Initiative (PI)

These PPP projects originate from domestic or foreign private investors, including consortia of individuals or corporate entities, in accordance with Article 45 of the Regulations to Legislative Decree No. 1362.

By funding source

Co-financed initiative

These projects require full or partial funding from the national government.

Self-financed Initiative

These projects possess independent revenue-generating capacity and do not demand co-financing from the State.
