PROINVERSIÓN and the Peruvian Navy will Unlock the Potential of Land and Properties through Private-Sector Participation

Both public entities signed a technical assistance agreement for the identification, design, and structuring of potential Projects in Assets.

Lima, September 04, 2026.- The Private Investment Promotion Agency (PROINVERSIÓN), under the Ministry of Economy and Finance, and the Peruvian Navy have signed a Technical Assistance Agreement between the two entities, which will make it possible to identify, prioritize and develop potential private investment projects on the properties and real estate of the naval institution, under the Projects in Assets modality.

Projects in Assets are private investment projects through which the State promotes the development and enhancement of assets it owns or has the authority to dispose of, in accordance with Law No. 32441, the Law Regulating the Promotion of Private Investment through Public-Private Partnerships and Projects in Assets, and its implementing regulations.

Under this framework, the agreement brings together PROINVERSIÓN’s technical expertise—from planning, studies, and design to the identification and prioritization of public- and private-sector initiatives—to support the development of Projects in Assets.

Accordingly, the agreement seeks to leverage PROINVERSIÓN’s technical expertise, from planning, studies, and design to the identification and prioritization of public- and private-sector initiatives for Projects in Assets.

Within this framework, PROINVERSIÓN will provide technical assistance to the Peruvian Navy throughout the various stages of the Projects in Assets, while the naval institution will provide the information and conditions necessary to carry out these activities.

In this regard, PROINVERSIÓN Executive President Luis Del Carpio stated that “the agreement provides a framework for cooperation that will enable the Peruvian Navy to assess opportunities to leverage its land and real estate assets through projects that create value from public assets, with private-sector participation and in accordance with the provisions of the new legal framework for the promotion of private investment.”

Similarly, Rear Admiral Edgar Moreno Cedamanos, Director of Concessions at the Peruvian Navy, explained that, from an investment perspective, the agreement establishes a roadmap for the naval institution’s assets to be assessed in a structured manner and, where appropriate, incorporated into private investment promotion processes.

It should be noted that this agreement is part of PROINVERSIÓN’s strategy to provide technical assistance to public entities, to structure private participation mechanisms, and to expand investment opportunities in infrastructure, services, and public assets.
