Lima, April 24, 2026.- The Private Investment Promotion Agency – PROINVERSIÓN signed a strategic collaboration agreement with the European Union to strengthen technical, financial, and knowledge-based cooperation aimed at developing priority infrastructure and public service projects in Peru.
The alliance seeks to promote sustainable investments in key sectors such as sustainable transportation, energy transition, connectivity, and water and sanitation, contributing to closing infrastructure gaps and fostering the country’s inclusive economic development.
The official signing ceremony was attended by the Executive Director of PROINVERSIÓN, Luis Del Carpio; the Ambassador of the European Union to Peru, Jonathan Hatwell; and the Cooperation Attaché, Manuel Fernández Quilez.
During the event, Del Carpio stated that the signing of the agreement “marks the beginning of an alliance grounded in shared values: promoting sustainable investments, strengthening institutions, and generating opportunities that positively impact people’s lives.”
Meanwhile, Ambassador Hatwell emphasized that cumulative investment by European companies in Peru exceeds US$ 30.7 billion, with nearly 800 European companies operating in the country and more than 110 direct jobs generated. “We want to be a partner that adds value, provides support, and helps turn ideas into reality,” he stated.
One of the main objectives of the agreement is to prioritize Public-Private Partnership (PPP) projects by promoting proper project structuring and financing pre-investment studies that ensure their viability. The agreement also contemplates access to European financing through development banks and innovative financial instruments.
This effort is part of the Global Gateway Investment Agenda for the European Union–Latin America and the Caribbean, the strategy through which the European Union mobilizes resources to promote sustainable, resilient, and inclusive investments across the region.
In the transportation sector, the agreement will support the development of sustainable infrastructure through efficient intermodal projects such as metro systems and commuter rail networks, aligned with international standards and aimed at reducing environmental impact while strengthening the country’s competitiveness.
Likewise, it will promote connectivity and territorial integration initiatives to close digital gaps; sustainable and resilient water and sanitation projects, including drinking water treatment plants, wastewater treatment plants, and desalination facilities; as well as strengthening the portfolio of projects related to energy transition, including renewable energy generation and regional electrical integration.
The cooperation will also encompass the digital transformation of PROINVERSIÓN through the use of artificial intelligence, data analytics, and technologies applied to investment promotion. In addition, it will include training programs, specialized technical assistance, and the incorporation of circular economy and sustainability approaches into institutional management.
With this agreement, PROINVERSIÓN reaffirms its commitment to promoting sustainable and inclusive investments that contribute to closing infrastructure gaps and improving the quality of life of all Peruvians.
