Lima, November 07, 2025.- The Private Investment Promotion Agency – PROINVERSIÓN, attached to the Ministry of Economy and Finance, won the Continuous Improvement category of the 2025 Public Management Good Practices (BPG) Award, granted by Ciudadanos al Día, for the experience “Works for Taxes: Companies Experiencing Public Management”. This flagship model of public-private innovation and collaboration, created in 2008, was designed to accelerate the closing of gaps in infrastructure and basic services nationwide.
This category recognizes public entities that demonstrate a consistent commitment to continuous improvement, systematically implementing actions aimed at enhancing the quality of services provided to citizens. Its purpose is to highlight and recognize experiences that, having previously received good practice certification, remain relevant and demonstrate outstanding results that generate a positive impact for the population.
PROINVERSIÓN’s Executive Director, Luis Del Carpio, highlighted that the Works for Taxes (OxI) mechanism has experienced sustained growth, significantly expanding its scope and impact.
He specified that what began as a tool aimed at subnational governments now also involves the National Government, public universities, and state-owned companies, with a presence in 24 regions and in key sectors such as health, education, transportation, sanitation, justice, and social development. “This is a recognition that inspires us to continue promoting development,” he added.
The Works for Taxes (OxI) mechanism allows companies to finance and/or implement investment projects, IOARR, and operation and maintenance activities credited toward their tax payments (third-category income tax, temporary tax on net assets, special regime income tax, MYPE regime income tax, special mining tax, general sales tax, and excise tax), ensuring transparency, efficiency, and sustainability.
PROINVERSIÓN, through its Decentralized Investments Directorate (DID), leads the promotion, technical assistance, and coordination among the three levels of government and the private sector, strengthening institutional capacities across 24 regions, 130 provinces, and 344 districts.
- Since its recognition as a Good Practice in 2013, the Works for Taxes mechanism has evolved through continuous improvement in its regulatory framework, processes, and coverage. The most notable milestones include:
- 2014–2018: inclusion of the National Government and public universities, standardization of processes, and digitalization.
- 2020: creation of the OxI Good Practices Community.
- 2022–2024: inclusion of IOARR, new funding sources, and the Investment Monitoring Team, which unlocked 255 projects totaling over S/ 5,285 million.
- 2025: PROINVERSIÓN assumes a monitoring role for all phases of the mechanism, strengthening traceability, coordination, and transparency of the projects.
Since the mechanism’s inception, by the end of October 2025, 889 investments totaling S/ 15,264 million have been awarded, benefiting over 29 million people with the participation of 346 private companies.
The lessons learned show that support through technical assistance, regulatory simplification, and decentralization are key to the mechanism’s sustainability.
The social impact of Works for Taxes is reflected in the reduction of gender gaps by improving access to water, health, and education, creating conditions that strengthen the autonomy and well-being of women and girls.
Works for Taxes is today a flexible, transparent, and replicable tool that drives territorial development, fosters trust between the State and private companies, and demonstrates how public management can be transformed through sustained cooperation and innovation.
