Lima, July 14, 2026 – The Private Investment Promotion Agency (PROINVERSIÓN) presented the Legal Guide to Doing Business in Peru 2026, a tool designed to provide national and foreign investors with reliable, up-to-date and easily accessible information on the conditions for developing investments and establishing business operations in the country.
The initiative seeks to reduce uncertainty, accelerate investment decisions, and strengthen Peru’s position as an attractive destination.
The publication was jointly developed by PROINVERSIÓN and the Torres y Torres Lara Abogados law firm, with the support of the Federation of Binational Chambers of Commerce of Peru Abroad (FCBPE). It will be available in digital format and will be used by the Agency in roadshows, trade missions, business meetings and promotional activities inside and outside of Peru.
“It will be used as an institutional promotional tool in the investment attraction activities developed by PROINVERSIÓN and will be available in digital format through the institutional portal,” highlighted the executive president of PROINVERSIÓN, Luis Del Carpio. The goal is to facilitate business decisions and turn opportunities into sustainable investments.
The Legal Guide to Doing Business in Peru 2026 presents the national economic context, the reasons to invest, the sectors with the greatest potential, and the procedures for starting business activities. It also covers the main corporate forms, the tax system, labor and immigration regulations, contracting with the State, legal stability agreements, special economic zones, customs regimes and Peru’s commercial integration.
The publication highlights that the country has a social market economy, free private initiative, and a framework that grants foreign investment conditions equivalent to those of national investment. General guarantees include freedom of contract, protection of private property, non-discrimination, freedom of trade, industry, export and import, access to arbitration and the possibility of transferring capital, dividends and profits abroad, in accordance with current legislation.
US$ 41 BILLION IN INVESTMENT OPPORTUNITIES
During the presentation, PROINVERSIÓN reported that it is promoting a portfolio of 87 Public-Private Partnership projects and Projects in Assets, in addition to seven amendments, for approximately US$ 41 billion. The opportunities are structured through six logistical axes and include initiatives in transport, telecommunications, energy, sanitation, irrigation, health, education and productive infrastructure.
The country also offers access to an expanded market through 23 trade agreements with more than 58 economies, fiscal, monetary and financial stability, free competition and free flow of capital. International confidence is reflected in 150 projects awarded to 116 companies from 25 countries and four continents.
MECHANISMS THAT PROVIDE PREDICTABILITY
The guide explains instruments that facilitate investments from their pre-operational stage. Among these is the Special Early VAT Recovery Regime, which allows investors to recover in advance the VAT paid on goods, services, and construction contracts related to the project, thereby improving liquidity and reducing financing costs.
The guide also covers Legal Stability Agreements, under which the State guarantees the stability of certain legal conditions for the duration of the agreement, and the Foreign Direct Investment Registry, which recognizes the amount of foreign capital invested in Peruvian companies. These mechanisms strengthen legal certainty and long-term business planning.
The event was attended by representatives from the public sector, diplomatic corps, international organizations, business associations, binational chambers, specialized studies, national and international companies and potential investors. Also participating were Rafael Torres Morales, President of the FCBPE and the Brazil–Peru Chamber of Commerce; Alonso Morales Acosta, Director at Torres y Torres Lara Law Firm; and José Salardi, former Minister of Economy and Finance.
