Lima, February 13, 2026.- The department of La Libertad has a capacity of S/ 2,764 million to execute investments and/or operation and maintenance activities under the Works for Taxes mechanism, distributed among the Regional Government (61.62%), Local Governments (36.75%), and public universities (1.63%), according to the 2025 Annual Maximum Commitment Capacity Limits (TMCA) published by the Ministry of Economy and Finance, PROINVERSIÓN reported.
The agency’s deputy director of Decentralized Investments, Dolly Lozano, indicated that since 2019, La Libertad has consolidated 97 investments worth more than S/ 1,320 million through Works for Taxes and projects 26 new awards in 2026 valued at S/ 266 million.
In line with this, the PROINVERSIÓN official participated in the groundbreaking ceremony of the project to improve the technological higher education service at the IESTP Ciro Alegría Bazán, located in the district and province of Chepén, through the Works for Taxes (OxI) mechanism, with an investment of S/ 122.9 million.
The project, promoted by the Regional Government of La Libertad with funding from Cementos Pacasmayo, involves the comprehensive modernization of the institute’s infrastructure and educational services, with the aim of strengthening higher technical education and improving the quality of human capital in the region.
MODERN ENVIRONMENTS
The new infrastructure of the Ciro Alegría Institute will become a reality after 45 years of waiting, benefiting more than a thousand students, although it is designed to have greater functional capacity.
The modern infrastructure comprises 12 blocks with buildings of up to four floors, which will include equipped classrooms, specialized laboratories, technical workshops, a library, a multipurpose room, sports areas, an elevator, a cafeteria, and administrative offices.
This institute offers study programs in the specialties of: Technical Nursing, Administrative Management, Accounting and Automotive Mechatronics. With the new facilities, these programs will have a much more solid technological and practical foundation, aligned with the current demands of the productive sector.
Other Works for Taxes projects planned for La Libertad include improving specialized educational services for high-achieving students in Laredo (S/ 102 million), the improvement of a local road between Markahuamachuco and Sanagorán (S/ 49 million), and the restoration of cultural interpretation services at the church and former convent of Nuestra Señora de Guadalupe (S/ 30 million).
In this way, the Works for Taxes mechanism continues to position itself as an important tool for accelerating priority infrastructure projects in La Libertad, with a diversified portfolio and a technical pipeline that anticipates new awards in the short and medium term.
