PROINVERSIÓN: 23 YEARS TRANSFORMING THE LIVES OF PERUVIANS THROUGH PUBLIC-PRIVATE PARTNERSHIPS

In Works for Taxes, a record has been set between January and March 2025, with public entities (ministries, regional governments, local governments, and public universities) awarding 64 investments worth S/ 387 million, marking a historic record.

Lima, April 25, 2025.- Promoting the development of infrastructure and public services in the country. The Private Investment Promotion Agency (PROINVERSIÓN), in its 23 years of institutional existence, has awarded 244 projects through Public-Private Partnerships (PPP) and Projects in Assets, for an approximate amount of US$ 48 billion, contributing to the improvement of the country’s productivity and competitiveness.

Since its creation in 2002, the agency has been an important promoter of private investment in the country in strategic sectors such as ports, airports, roads, electricity, telecommunications, sanitation, mining, health, education, tourism, and irrigation.

PROINVERSIÓN, which is celebrating its anniversary today, has awarded 139 projects under the PPP modality, with a total investment cost of over US$ 37.3 billion. Noteworthy are 32 projects in the transport sector, worth US$ 15,584 million; 68 projects in the electricity sector, worth US$ 11,553 million; five (5) Hydrocarbon projects, worth US$ 3,978 million; 14 communications projects, worth US$ 3,714 million; three (3) irrigation projects, worth US$ 1,119 million; among others. In the period 2023–2024 alone, it has awarded 24 PPP projects worth US$ 7,052 million, reflecting a rebound in domestic and foreign private sector confidence in the PPP system and the country.

Among the projects awarded are the Peripheral Ring Road, Huancayo-Huancavelica Railway, South and North Piers of the Callao Port, Salaverry Port Terminal, Operation and Maintenance of Line 1 of the Lima Metro, IIRSA South and IIRSA North, Chavimochic, Taboada WWTP, 500 kV Mantaro – Marcona – Socabaya – Montalvo Transmission Line and Associated Substations, COAR Center, Kuelap Cable Cars, Management of the Children’s Health Institute – San Borja.

Likewise, PROINVERSIÓN, in its 23 years, awarded 105 contracts under the Projects in Assets modality, with a total investment cost exceeding US$ 10.5 billion, in sectors such as metal and non-metal mining, telecommunications, and real estate. Among the projects awarded are Las Bambas, Michiquillay, El Algarrobo, and Radio Spectrum Bands.

“PROINVERSIÓN’s contribution over the past 23 years has been key to ensuring sustainable economic growth, reducing gaps in access to services and infrastructure, and improving the quality of life for Peruvians. This has been possible thanks to the synergistic work carried out with all the actors in the system: the MEF, ministries, regulatory bodies, and the private sector,” said PROINVERSIÓN Executive Director Luis Del Carpio.

The official pointed out that for the period 2025–2026, the challenge is even greater: 80 projects are expected to be awarded, with an estimated value of US$ 17 billion. Among the most notable are the Longitudinal de la Sierra Highway Section 4 (US$ 1,581 million), the Choquequirao Cable Car (US$ 261 million), the New Emergency Hospital in Villa El Salvador (US$ 284 million), the Chimbote Port Terminal (US$ 262 million), and the Ancon Industrial Park (US$ 1,214 million). In addition, work is underway to sign addenda for nine existing concessions, worth more than US$ 9.5 billion, which will enable investments in natural gas and transportation to move forward. A portfolio of 14 major irrigation projects worth over US$ 21 billion is also being promoted, in coordination with the Ministries of Economy and Agricultural Development, with a view to expanding the agricultural frontier by more than one million hectares and quadrupling exports in the sector.

“PROINVERSIÓN, the MEF, and the public entities responsible for projects are building the engine that will drive the country’s development through the PPP mechanism,” said the agency’s executive director, Luis Del Carpio. “The future is promising, even more so with the reform of the PPP system, which strengthens the agency,” he added.

Attracting investments

Over the past 23 years, PROINVERSIÓN has deployed a comprehensive commercial strategy to attract new investors through roadshows and multilateral and bilateral meetings with companies interested in various investment projects. At the national level, it has provided training, advice, and technical assistance to national, regional, and local government entities, and has coordinated with private companies interested in financing investment projects through the Works for Taxes mechanism.

Specifically, the agency has played an important role in creating and promoting the Works for Taxes mechanism, which, since its creation in 2008, has enabled 691 projects worth more than S/ 12,245 million to be awarded and/or executed, benefiting more than 22 million Peruvians nationwide with a better quality of life and greater opportunities for sustainable development.

The head of the agency highlighted that in 2024 alone, 126 projects worth more than S/ 4.2 billion have been awarded, equivalent to almost 70% of the amount awarded since the mechanism was created, demonstrating the strong commitment of the public and private sectors to the development of Peruvians and the country. 2025 is also expected to be a good year. Between January and March 2025, public entities (ministries, regional governments, local governments, and public universities) awarded 64 investments worth S/ 387 million, setting a historic record for the first quarter in Works for Taxes.
