Works for Taxes: the largest water supply and sewerage project was awarded for S/ 291 million

Lima, September 15, 2025.- The Private Investment Promotion Agency – PROINVERSIÓN reported that the company Arca Continental Lindley S.A. will finance the project “Improvement and Expansion of the Water Suply and Sewerage Systems of the Pucusana Scheme, district of Pucusana (Lima),” under the Works for Taxes (OxI) modality.

The executive director of PROINVERSIÓN, Tabata Vivanco del Castillo, explained that this project, which will involve an investment of S/ 291.5 million, is the largest water and sanitation project to be carried out through Works for Taxes, surpassing the drinking water and sewerage projects in Huarmey (Ancash) worth S/ 222 million (awarded in 2019) and the drinking water and sewerage project in San Marcos (Ancash) worth S/ 137 million (awarded in 2017).

She mentioned that this sanitation project also becomes the largest project awarded in 2025, surpassing the Carlos Cornejo Hospital, Puno – GR Puno (S/ 237 million). Thus, in 2025 and with the technical advice of PROINVERSIÓN, public entities have awarded 195 projects through Works for Taxes, for a cumulative amount of S/ 2,765 billion.

Pucusana Project
The project “Improvement and Expansion of the Water Supply and Sewerage Systems of the Pucusana Scheme” was awarded by the Ministry of Housing, Construction and Sanitation (MVCS) through the Safe Water Program for Lima and Callao (PASLC). PROINVERSIÓN provided technical assistance to the entity in all stages of the process and created opportunities for promotion and coordination with private companies,” she said.

The objective is to guarantee adequate access to basic sanitation services by expanding and improving drinking water and sewerage systems for more than 68,000 residents of Pucusana in the province of Lima.

The private company will be responsible for financing the update of the pre-investment assessment, the preparation of the technical file for the three (3) stages of the comprehensive project (stages 1, 2, and 3), and the execution of the work corresponding to stage 1. It also includes financing the cost of supervising the preparation of the technical file and supervising the execution of the work.

The initiative considers provisional supply from the SEDAPAL networks, including the pipeline, reservoirs, trunk lines, secondary networks, household connections, and meters. With regard to sewerage, it includes the construction of planned drainage chambers, pressure lines, main collectors, a wastewater treatment plant, and a submarine outfall.

The total execution period is 1,173 calendar days, of which 360 days correspond to the technical file and 543 days to the execution of the work, among others.

Works for Taxes is a mechanism that accelerates infrastructure execution and improves public services, generating value for the State and directly benefiting the population. It also promotes transparency and control in public management, reducing the risk of corruption.
