PROINVERSIÓN will take charge of the Lima–Chosica commuter rail project

The head of the agency reported that discussions between the Ministry of Transport and Communications (MTC) and the Metropolitan Municipality of Lima are well advanced, and the interinstitutional agreement enabling the project is expected to be signed in the coming days.

Lima, November 17, 2025.- Within the framework of the 38th ALAMYS Annual Assembly, PROINVERSIÓN’s Executive Director, Luis Del Carpio, presented the country’s progress and outlook on railway projects during one of the region’s most influential forums for transport modernization.

Along these lines, the head of PROINVERSIÓN announced that the Agency will provide technical assistance to structure the commuter rail project connecting Lima with Chosica, an initiative progressing in collaboration with the Ministry of Transport and Communications (MTC) and the Metropolitan Municipality of Lima.

This segment is part of a larger proposal linked to the Central Railway and aims to improve passenger mobility in the capital by utilizing existing tracks and planning for future expansions. Del Carpio emphasized that PROINVERSIÓN’s role will be to “provide technical support for the project’s development.”

AGREEMENT IN PROGRESS

According to the top representative of PROINVERSIÓN, an agency attached to the Ministry of Economy and Finance, discussions between the Ministry of Transport and Communications (MTC) and the Metropolitan Municipality of Lima are well advanced, and the interinstitutional agreement that will enable the planning phase is expected to be signed in the coming days to begin the technical preparation for the works.

“It is a space where the needs of Lima’s population, which requires improved infrastructure, take priority,” stated Del Carpio. He also indicated that the commuter rail will be carried out in stages—short, medium, and long term—with progressive upgrades based on demand and technical capacity.

The proposal includes, in a future phase, the construction of a dedicated passenger railway line, as well as level crossings and other technical interventions that will require a longer execution timeframe.

Regarding the rolling stock already in Lima, PROINVERSIÓN’s Executive Director specified that all trains and infrastructure will undergo maintenance to ensure compliance with international safety standards for passenger transport.

“The project aims to become a sustainable and efficient alternative for thousands of citizens who travel daily between Lima and the eastern part of the city,” he reaffirmed.

BOOSTING MOBILITY IN LIMA

During his intervention at the 38th ALAMYS Annual Assembly, PROINVERSIÓN’s Executive Director, Luis Del Carpio, also highlighted that the agency is promoting projects that are transforming mobility in Lima, such as Line 1, which next year will implement an investment advance of over US$ 3.2 billion benefiting 3.73 million residents, and the execution of Metro Line 2, which will soon connect Ate and Callao in 45 minutes with an investment of US$ 5 billion.

He also highlighted the recently awarded Peripheral Ring Road, which will integrate the city through a 34.8 km highway and significantly reduce travel times.

He also emphasized the progress of strategic initiatives such as the future Metro Lines 3 and 4 and the Lima–Barranca Railway, which will expand the mass transit network, integrate logistics corridors, and improve travel times for millions of citizens. These projects are part of the new PPP 5.0 phase, led by PROINVERSIÓN, a model that prioritizes advanced digitalization, financial innovation, and resilience to develop modern and sustainable infrastructure.

Del Carpio emphasized that PROINVERSIÓN’s goal is to accelerate investments that modernize the country’s infrastructure, reduce congestion, and bring development opportunities closer to citizens. “An efficient transport system is key to improving Peru’s quality of life and competitiveness,” he said.

From November 16 to 20, the 38th ALAMYS Annual Assembly, which brings together experts and leaders in the railway, mass transit, and urban mobility sectors from Europe, Asia, and Latin America, aims to promote competitiveness, resource optimization, innovation, and the modernization of infrastructure and integrated transportation systems.
