Lima, November 24, 2025.- The Executive increased the maximum CIPRL caps by 50%, expanding the capacity of regional and local governments to allocate resources through Works for Taxes (OxI). With this adjustment, all regions of the country will have more resources in 2026 to implement projects in sectors such as health, education, transportation, sanitation, and citizen security. According to the Ministry of Economy and Finance, the new cap for regional and local governments amounts to S/ 66,839 million.
“This allows regions and municipalities to have a concrete tool to carry out investments that previously seemed unattainable.” When the State and private enterprise work together, infrastructure is delivered faster and with better results for the population,” stated the Executive Director of PROINVERSIÓN, Luis Del Carpio. The most significant increases are registered in regional governments such as Áncash, which goes from S/ 317 million to S/ 1,841 million (an increase of 481%) Increases also stand out in Ica (234%), Piura (189%), and Huancavelica (145%) Likewise, regions such as Cusco (S/ 2 108 million), Junín (S/ 2 106 million), Loreto (S/ 1 883 million) and Cajamarca (S/ 1 843 million) will also have higher ceilings to promote projects through OxI.
Supreme Decree No. 252-2025-EF formalizes this increase, raising the annual capacity of regional governments from S/21,722 million to S/32,589 million, and that of local governments from S/22,768 million to S/ 34,250 million.
This new ceiling allows PROINVERSIÓN to strengthen its work accompanying public entities from the formulation to the award of projects through the Tax Works mechanism, accelerating the execution of infrastructure throughout the country.
HISTORICAL RECORD IN WORKS FOR TAXES
Between January and November 20, 2025, PROINVERSIÓN registered a record of 429 investments awarded through the Works for Taxes mechanism, for more than S/3,917 million, consolidating its role as an investment articulating entity throughout the country.
