PROINVERSIÓN PRESENTS OPERATION AND MAINTENANCE PROJECT FOR INSN – SAN BORJA

Under the PPP model, service sustainability will be ensured, while free medical care will continue to be provided by the State.

Lima, June 5, 2025.– For more and better healthcare for Peruvian children. The Private Investment Promotion Agency (PROINVERSIÓN) presented to potential investors the technical, financial, and legal components of the “Operation and Maintenance of the Instituto Nacional de Salud del Niño – San Borja” (INSN-SB) project, which will be carried out under the Public-Private Partnership (PPP) model, with a total estimated cost of PEN 884 million (excluding VAT).

The event was attended by representatives of companies specializing in healthcare project management, financial institutions, consulting firms, and law firms, among others. It was inaugurated by PROINVERSIÓN’s Executive Director, Luis Del Carpio, and featured the participation of INSN-SB’s General Director, Zulema Tomas, and the Director of the General Directorate of Private Investment Promotion Policy at the Ministry of Economy and Finance (MEF), Roberto Arturo Ortiz.

The project was launched by PROINVERSIÓN last May, within the framework of the Comprehensive Projects Tender for the selection of national or foreign investors responsible for financing the commissioning of the infrastructure and equipment, as well as the operation and maintenance of gray coat and green coat services, which cover a wide range of services both in the clinical field and in infrastructure maintenance.

The main goal of the project is to ensure continuity, quality, and efficiency in the services provided by INSN-SB through private sector participation in the maintenance, operation, and replacement of hospital equipment, stated PROINVERSIÓN’s Executive Director, Luis Del Carpio. He stressed that this PPP contract seeks to optimize available resources, guarantee the modernization of equipment and infrastructure, and maintain high-quality standards in pediatric care, which is at the core of this initiative.

Subsequently, INSN-SB’s General Director, Zulema Tomas, emphasized that the Public-Private Partnership (PPP) is a successful model, as demonstrated at the San Borja Children’s Hospital, where quality care has been achieved and is now being replicated in other regions.

She noted that the PPP model has helped reduce mortality in the care of children and adolescents at the hospital.

The initiative is currently in the Structuring phase, during which the new PPP contract is being designed, as the current contract expires in October 2025. The project award is scheduled for the first quarter of 2026, and the new concession will have a 17-year term.

Non-Clinical and Clinical Support Services

In the scope of non-clinical services, the private operator will be responsible for maintaining hospital infrastructure, including facilities and electromechanical equipment associated with INSN-SB. The operator will also manage complementary services such as laundry, cleaning, food, and security, contributing to an appropriate environment for both patients and hospital staff.

With respect to clinical support services, this component includes the provision of sterilization and clinical pathology services directly related to pediatric healthcare. The private operator will be responsible for keeping specialized medical equipment in operation, ensuring that the hospital has modern and properly functioning technology throughout the contract term.

In addition, one of the most important aspects of this new concession is the replacement of equipment during the contract term, which ensures the hospital’s continuous modernization in terms of technology and medical equipment, thereby enabling more modern and efficient services for patients.

This project will have a significant impact not only on INSN-SB’s patients but also on the healthcare system as a whole. As a reference center at both the national and regional levels, the optimization of its services will benefit thousands of children and adolescents who require specialized care.

The main benefits of this concession include improved quality of medical care through equipment modernization, its availability, and the implementation of best practices in hospital management. Likewise, the sustainability of healthcare services will ensure long-term continuity of care without interruptions. Operational costs are also expected to decrease through the incorporation of new technologies and process automation, while quality and efficiency will be guaranteed through service indicators and constant monitoring of compliance with established standards.

About INSNSB

The Instituto Nacional de Salud del Niño – San Borja serves pediatric patients from 0 to 17 years old with highly complex conditions. It also carries out research, teaching, and healthcare services.

It is a Reference Center not only at the national level but also in Latin America (patients come from Ecuador and Bolivia). The hospital has 241 inpatient beds, 59 ICU beds, and 6 intermediate care beds. It has five main specialties: cardiovascular surgeries, neurosurgeries, bone marrow transplants, neonatal/pediatric treatments, and care for burn patients.
