PROINVERSIÓN: High-Performance Schools (COAR) to be built in Cuzco, Pasco, and Huancavelica under a PPP model

With an investment of S/ 320 million, they will transform the lives of 900 students each year by providing them with free, first-class infrastructure and services.

Lima, September 23, 2025.- The Private Investment Promotion Agency (PROINVERSIÓN) has finalized the financing for the COAR Center project, which guarantees the construction, implementation, maintenance, and operation of three (3) high-performance schools located in the regions of Pasco, Huancavelica, and Cuzco, benefiting more than 900 students with outstanding abilities each year.

This project is the first in the education sector to be executed under a public-private partnership (PPP) model. “These three COARs are an example of how private investment, in partnership with the state, can transform public education and provide our students with the first-rate infrastructure, services, and environments necessary to develop their full potential,” emphasized PROINVERSIÓN Executive Director Tabata Vivanco.

In August of this year, the concessionaire submitted documentation to PROINVERSIÓN certifying that it had the resources to carry out the project. After reviewing the documentation, the Agency approved the financial closure. With this, everything is ready to begin construction, which will take place simultaneously in the three regions.

The COAR Center project involves a 20-year concession under the PPP model, with an investment of S/ 320 million (including VAT). The concessionaire will be responsible for construction, implementation, replacement of furniture and equipment, as well as the provision of complementary services such as maintenance, food, security, comprehensive cleaning, laundry, pest control, and solid waste management.

Each COAR will be a first-class public institution, with more than 14,000 square meters of covered areas and modern infrastructure that will improve the quality of life and education of more than 900 students with outstanding abilities each year, while always guaranteeing free tuition. The state will remain responsible for educational, administrative, and pedagogical management.

The construction work will take 18 months to complete, and once finished, these schools will transform the opportunities for thousands of talented young people in the central region of the country, providing them with access to high-quality education and helping to reduce social and educational gaps in Peru.
