PROINVERSIÓN calls for tenders for four electric transmission projects in Piura, Lambayeque, Junín, and Ayacucho

The Private Investment Promotion Agency (PROINVERSIÓN), attached to the Ministry of Economy and Finance, today called for the International Public Tender for Integrated Projects to grant a concession for four electricity projects that will benefit about 1.6 million people in Piura, Lambayeque, Junín and Ayacucho.

Lima, October 17, 2025.- The Private Investment Promotion Agency (PROINVERSIÓN), under the Ministry of Economy and Finance, today announced the International Public Tender for Integrated Projects to grant concessions for four electric projects that will benefit approximately 1.6 million people in Piura, Lambayeque, Junín, and Ayacucho.

The projects, which will require an estimated investment of US$ 231 million, comprise Group 1 of the 2025-2034 Transmission Plan.

The first project in this group, titled “500 kV Miguel Grau – Pariñas Link and 500/220 kV Pariñas Substation, expansions and associated substations,” located in the Piura region, requires an estimated investment of US$ 81 million. This initiative will benefit more than 1.3 million residents, improving the power supply in the areas of Talara, Pariñas, and Tumbes.

The second project, “220 kV Felam – Tierras Nuevas – Salitral Links, expansions and associated substations,” will be developed in Lambayeque with an estimated investment of US$ 70 million. It will benefit 120,000 people by improving the energy supply at 220 kV and 60 kV in the areas of Tierras Nuevas – Pampa Pañalá and Motupe – Olmos.

In the Junín region, the third project, titled “220/60 kV Nueva Palián Substation and associated 220 kV and 60 kV links,” will require an investment of US$ 73 million, benefiting approximately 130,000 people.

Finally, the project “220 kV Muyurina – Mollepata Link, expansions and associated substations,” located in the Ayacucho region, involves an investment of US$ 8 million and will benefit about 30,000 people.

These four projects are being promoted by PROINVERSIÓN on behalf of the Ministry of Energy and Mines (MINEM), under the Public–Private Partnership (PPP) model. The concessions will be granted for the construction period plus 30 years of operation and maintenance, under the Self-financed Government Initiative scheme.

The Successful Bidder for the four Group 1 projects, in accordance with the Bidding Terms, will be the bidder that submits the most economical proposal — that is, the lowest total service cost — resulting in more affordable tariffs for end users.

It should be noted that the Group 2 call, also consisting of four projects, will be announced for the remainder of 2025, and Groups 3 and 4 of the 2025–2034 Plan, each consisting of five projects, will be announced in 2026.

All these groups aim to strengthen the country’s electric transmission infrastructure and ensure a more reliable and efficient energy supply in various cities in northern and central Peru.
